- STATEMENT OF WORK Lifeguard at the Togus VAMC Organizational Location: Sensory and Physical Rehabilitation Service (S&PRS) Line. Dates of Service: March 31, 2016 to September 30th, 2016 Work Hours: Monday through Thursday 1:00 pm to 3:30 pm, Fridays 1:00 pm to 2:30 pm. Pool is closed on Federal Holidays and Weekends. Qualifications: a. Citizenship. Eligible to work in the United States b. Certification. Lifeguard c. Physical Requirements. Perform duties related to Lifeguard Certification. d. English Language Proficiency. Proficient in communicating in the English Language Demonstrated Knowledge, Skills, and Abilities: a. Knowledge of principles and techniques used in being a Certified Lifeguard b. Ability to communicate information effectively; d. Ability to communicate effectively verbally and in writing; e. Ability to function as a constructive member of a team; f. Knowledge of principles and techniques in lifesaving. g. Knowledge of, and ability to lifesaving. Functions: a. Performs the duties of a professional lifeguard in a therapeutic and recreational pool setting. Supervisory Controls: The "contractor" is under the general supervision of the section supervisor of Physical Therapy (who will act as the COTR) with consultation of the Local Service Line Manager for the Sensory and Physical Rehabilitation Service (S&PRS). The "contractor" is responsible for planning and carrying out assignments, resolving most of the conflicts that arise, coordinating the work with others as necessary and interpreting policy on own initiative in terms of established objectives. The "contractor" keeps the supervisor informed of progress and potentially controversial matters. Completed work is reviewed only in meeting requirements or expected results. Customer Services: The "contractor" meets the needs of customers while supporting VA missions. Communicates and treats customers in a courteous, tactful and respectful manner. The "contractor" provides the customer with consistent information according to established policies and procedures. The "contractor" handles conflict and problems in dealing with the customer constructively and appropriately. Other: The "contractor" possesses the knowledge and skills necessary to communicate effectively with adult (18-65) and geriatric (65+) patients, their family members and co-workers. The "contractor" must have skill in effectively dealing with emotionally disturbed, hostile, demanding and abusive veterans, both in person and on the telephone. Knowledge of emergency procedures at this station is essential. Errors in judgment cannot be tolerated as the welfare and livelihood of the patient may be impacted. The "contractor" must be very familiar with the evacuation plan in case of fire and/or other related emergency situation. Security/Privacy Statement: In the performance of official duties, the "contractor" is responsible for clinical contact with veterans and their families by telephone or in person; establishes and maintains rapport with patients, employees of this service line, and professional and administrative personnel of referring services, as well as all employees of the medical center, volunteers, professional and administrative representatives of other medical centers and visitors. This position makes special demands on qualities of tactfulness, diplomacy, courtesy and exactness in contacts with both patients and employees. The incumbent interviews the patient with regard to necessary medical information pertinent to the use of the pool. Guidelines: Specific guidelines are available as needed for reference purposes. They include Medical Center policies, procedures, technical dictionaries, and departmental policies and procedures. The "contractor" uses their own judgment in interpreting and adapting guidelines to specific situations. Initiative and judgment must be exercised in selecting, adapting and applying appropriate guidelines or policies, referring only to the most unusual problems to the Section Chief on how to proceed. Physical Demands: Duties require mental concentration and alertness. Duties also require the physical ability to maintain certification as a Lifeguard. Work Environment: The work is performed in a Large Therapeutic/Recreational Pool setting. The work environment requires safety precautions typical of a pool area and locker room.
