- The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ intends to solicit, negotiate, and award a Cost Plus Fixed Fee Indefinite Delivery/Indefinite Quantity contract to Alion Science and Technology, 1750 Tysons Boulevard, Suite 1300 McLean, VA 22102 for Engineering and Logistics Support Services to provide highly specialized operational and technical assistance and subject matter expertise for the Systems Development and Demonstration (SDD), deployment and sustainment going throughout Low Rate Initial Production (LRIP) until Full Rate Production (FRP). The period of performance on this procurement will be a one (1) year contract. The primary place of performance is Arlington, VA. NAWCAD has identified the effort to bridge current programmatic support until a competitive contract is awarded in order to avoid a break in service from the current contract. This sole source award is to prevent a gap in services that will occur as a result in a slip of schedule in awarding the follow-on action. Any gap would result in a termination of engineering and logistics activities at a critical time of United States Air Force (USAF) Initial Operational Capability (IOC) declaration which is scheduled for August 1, 2016. There is a surge of activities that will take place from now until the USAF declares IOC that required fully integrated, ramped up personnel to perform their day to day functions. Not having this individuals functioning in their current capacity until USAF IOC declaration will lead to a delay in the schedule which results in loss of tactical aircraft available for combat missions globally. In addition to the USAF not being mission ready, this delay will also result in missions and millions of dollars in overrun. There are several other production contracts that are all positioned to support USAF IOC and if that is delayed those contracts may no longer be viable. THIS IS NOT AN INVITATION FOR COMPETITVE PROPOSALS. This acquisition is being pursued under the sole source basis under the statutory authority of 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Unless stated herein, no additional information is available. Requests for the same will be disregarded. A determination by the Government not to compete this effort is solely within the discretion of the Government. GENERAL INFORMATION: There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
