***PLEASE CONTACT STEVEN S. SHAW WITH ANY TECHNICAL QUESTIONS OR SUBMIT CAPABILITIES TO steven.s.shaw@nasa.gov *** NASA/MSFC has the requirement to renew the hardware maintenance of the ImaGen and iHawk Rackmount Systems plus Peripheral Devices in support of the Avionics System Testing and Development. NASA/MSFC intends to purchase the renewal of the hardware maintenance from Concurrent Computer Corporation (CCC) on an Other than Full and Open Competition basis. CCC provides the ImaGen and iHawk Systems with their proprietary RedHawk Linux real-time operating system as well as the certification for these systems. Because of the complexity of the real-time computing, the systems running the real-time operating system shall be certified by the provider of the systems. All peripheral I/O devices and their associated driver software shall be certified by the real-time operation system vendor. CCC's proprietary RedHawk Linux real-time operating system is the real-time operating system currently used throughout the Integrated Avionics Test Facilities (IATF) labs. They guarantee the real-time performance of these systems and the peripheral I/O hardware meets the IATF's specific requirements. CCC maintains the systems and peripheral I/O devices to these standards. They are the only vendor that can provide the maintenance for these iHawk and ImaGen systems as well as the peripheral I/O devices. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. CST on 03/07/2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
