- This announcement constitutes a Request for Information. This is NOT a Request for Proposal. The following information is provided to assist the Federal Aviation Administration, William J. Hughes Technical Center in conducting a market research of industry to identify potential contractors capable of providing Direction Finding (DF) Systems consisting of DF processors and DF Antennas. Interested Contractor s should be able to provide Direction Finding (DF) Systems that meet the following minimum specifications: General System Specifications: 1. The DF system shall consist of a Direction Finding (DF) processor and DF Antenna. 2. The DF system shall be Angle of Arrival (AOA) utilizing a Watson-Watt type antenna. 3. The DF system shall be capable of performing DF missions while drawing a bearing from one single location. 4. The DF processor and DF Antenna shall be two distinct units. 5. DF processor and DF Antenna shall include complete system documentation including operating manual and hardware, software and interface control documentation. 6. The Contractor may provide a shock-resistant carrying case for the system. 7. The DF System shall be capable of detecting narrow-band signals (25 kHz DSBAM). 8. The DF System may be capable of detecting wide-band signals (GPS L1). A. Direction Finding (DF) Processor A.1 Hardware Specifications 1. The DF Processor shall be one unit, capable of functioning in both mobile and fixed DF missions. 2. The DF processor may be battery powered. 3. The DF Processor shall run off 120 volt power. 4. The DF Processor shall have a maximum weight of 30 pounds. 5. The DF Processor shall operate in the 88MHz through 500MHz frequency range. 6. The DF Processor may operate in the 300 kHz through 3 GHz frequency range. 7. The DF Processor shall provide for Audio Output. 8. The DF Processor Audio Output may be line level. 9. The DF Processor shall have a minimum Operating Temperature Range of -10 to 50 degrees (C). 10. The DF Processor dimensions shall be 30 by 30 by 10 or smaller. 11. The DF Processor may have an integrated display viewable via the front of the DF Processor 12. Receiver Modes (WFM, NFM, AM, CW) 13. The DF System shall be complaint with the vendor supplied Interface Control Document (ICD). A.2 Software Command & Query The DF Processor shall provide the following commands via a non-proprietary interface. These data points shall be provided by the DF Processor; 1. DF Bearing data 2. Heading data (for mobile operation). 3. Bearing Quality data 4. Receiver Signal Level data 5. Integration Time 6. Attenuation Setting 7. Receiver Bandwidth 8. Receiver Frequency 9. Receiver Squelch Setting 10. Receiver Demodulation Mode These settings shall be user-adjustable; 1. Integration Time 2. Attenuation Setting 3. Receiver Bandwidth 4. Receiver Frequency 5. Receiver Squelch Setting 6. Receiver Demodulation Mode A.3 Performance Characteristics 1. Bearing Resolution 1 degree 2. Bearing Accuracy 2 degrees RMS 3. IF Bandwidth minimum adjustable range 6 kHz to 200 kHz 4. Bearing Integration Time minimum adjustable range 100 ms to 1000 ms 5. The DF system (both mobile and fixed) shall be able to produce a 10dB audio SINAD when presented with a DSB-AM signal centered at 100MHz, modulated 90% with a 1kHz tone, and having a field strength of 20 V/m B. Direction Finding Antenna B.1 Minimum Antenna Specifications - Mobile 1. For mobile DF applications, the antenna shall be car mountable. 2. The DF Antenna shall be a Watson-Watt type antenna. 3. The DF mobile antenna shall be Very High Frequency (VHF), Ultra High Frequency (UHF) or a combination of VHF/UHF. 4. The DF mobile antenna shall have a minimum elevation specification of 0-30 degrees. 5. The DF system shall operate over an Azimuth range of 360 degrees. 6. The Bearing Accuracy shall be a minimum of 5 degrees RMS. 7. The DF system shall be able to produce a 10dB audio SINAD when presented with a DSB-AM signal centered at 100MHz, modulated 90% with a 1kHz tone, and having a field strength of 20 V/m. B.2 Minimum Antenna Specifications - Fixed 1. For fixed DF applications, the antenna shall be pole/mast mountable on a tower. 2. The DF Antenna shall be a Watson-Watt type antenna. 3. The DF fixed antenna shall be VHF, UHF or a combination of VHF/UHF. 4. The DF fixed antenna shall have an elevation specification minimum of +/- 50 degrees 5. The Bearing Accuracy shall be a minimum of 2 degrees RMS. 6. The DF system shall be able to produce a 10dB audio SINAD when presented with a DSB-AM signal centered at 100MHz, modulated 90% with a 1kHz tone, and having a field strength of 20 V/m.
