- Dialysis Electronic Medical Record (EMR) Software and Maintenance Request for Information (RFI) Introduction This Request for Information (RFI) is for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The purpose of this RFI is to identify qualified contractors, who are able to meet VA's requirements for a dialysis electronic medical record (EMR) software solution and associated maintenance, preferably leveraging Commercial Off-The-Shelf (COTS) products. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the VA in developing its acquisition strategy and Performance Work Statement (PWS). Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. Please provide responses to the questions below and any additional comments or information to clearly identify the capabilities of your dialysis software. Partial responses are acceptable, but the Government is seeking as much information as possible during this market research activity. Please note this RFI is supporting a national procurement and is separate from RFIs and RFPs issued by local VA facilities. This is the second RFI conducted by VA for this national software procurement. Will you be using subcontractors with this effort? 5.Has the draft Statement of Work (SOW) provided sufficient detail to describe the technical and functional requirements that encompass the desired solution? If no, please provide your technical and functional comments/recommendations on the elements of the draft SOW that may contribute to a more accurate proposal submission and efficient, cost effective effort. 6.Does your dialysis EMR system meet the requirements of section 5.1 (see Attachment A)? Indicate yes or no. Also indicate whether requirements are met through a COTS software product or whether software development would be required to meet the requirements. 7.If the answer to question 5 is no, identify the requirements not met by your dialysis EMR (specify section number/s). 8.Is your company capable of meeting the requirements of sections 5.2, 5.3, 5.4, and 5.5 (see Attachment A)? Indicate yes or no. 9.If the answer to question 7 is no, identify the requirements you are unable to meet (specify section number/s). 10.Is your company capable of meeting the requirements of section 5.6, 5.7, 5.8, 5.9, and 5.10 (see Attachment A)? Indicate yes or no. 11.If the answer to question 9 is no, identify the requirements you are unable to meet (specify section number/s). 12.Is your company capable of meeting the requirements of section 6 and addendums A and B (see Attachment A)? Indicate yes or no. 13.If the answer to question 11 is no, identify the requirements not met (specify section number/s). 14.Identify all hardware (if any) needed to meet the requirements in attachment A. Specify the section number/s associated with each hardware item. 15.Complete table 1 by providing the unit cost for each item in accordance with the instructions below. Also indicate volume pricing information if applicable. a.The unit cost for all items must include the cost of meeting all requirements in sections 5.8,5.9,5.10, 6, and addendums A and B. b.Dialysis Software: Provide the unit cost for dialysis software that meets all the requirements in sections 5.1,5.2,5.3,5.4,5.5,5.8,5.9,5.10, 6, and addendums A and B with the exception of section 5.1.9 (CP Hemo interface). This cost should be a one-time (non-recurring) cost a VA facility would incur to purchase a software that meets the specified requirements. Provide a cost per VA facility based on the number of stations at a facility. c.CP-Hemo Interface: Provide the unit cost for the CP-Hemo interface that meets the requirements of sections 5.1.9, 5.8,5.9,5.10, 6, and addendums A and B. This cost should be a one-time (non-recurring) cost a VA facility would incur to establish an interface with CP-Hemo. Provide a cost per VA facility based on the number of stations at a facility. d.Additional On-Site Refresher Training: Provide the unit cost for additional on-site refresher user training that meets the requirements of sections 5.4.1,5.8,5.9,5.10, 6, and addendums A and B. This cost should be a one-time (non-recurring) cost a VA facility would incur to purchase additional on-site refresher training. Provide a cost per VA facility per day. Note: The cost of the initial user training should be included in the dialysis software cost. e.Full Service Maintenance and Technical Support: Provide the unit cost for maintenance, technical, and interface support that meet the requirements of sections 5.6, 5.7, 5.8, 5.9, 5.10,6, and addendums A and B with the exception of 5.7.3 (CP Hemo interface support). This cost should be an annual (recurring) cost a VA facility would incur to purchase maintenance and support that meets the specified requirements. Provide a cost per VA facility per year based on the number of stations at a facility. f.CP-Hemo Interface Support: Provide the unit cost for CP-Hemo interface support that meets the requirements of sections 5.7.3,5.8,5.9,5.10, 6, and addendums A and B. This cost should be an annual (recurring) cost a VA facility would incur to purchase interface support that meets the specified requirements. Provide a cost per VA facility per year based on the number of stations at a facility. g.Other Costs: Identify other costs applicable to meeting the requirements in Attachment A if applicable.
