Description
NAICS Code: 541990 All Other Professional Services. The US Environmental Protection Agency (EPA) has a requirement for continuation of annual membership with Research Triangle Cleantech Cluster (RTCC). The EPA intends to negotiate, on a sole source basis, with Research Triangle Regional Partnership, P. O. Box 80756, RDU International Airport, NC 27623 for annual membership with RTCC. The Research Triangle Cleantech Cluster is a global leader in the cleantech sector. It was formed to enhance the North Carolina (NC) Triangle ¿s competitiveness in the cleantech sector. The NC triangle area sets the standard for cleantech, with hundreds of companies and thousands of employees engaged in creating business models that also create a more sustainable environment. The organization is in a unique position to foster innovation, commercialization, economic growth and market transformation through collaboration and leverage of the Research Triangle ¿s clean technology assets. EPA ¿s membership in this cluster provides direct benefit to the government in being a part of the collaboration among companies, institutions and government agencies to work together to grow the cleantech sector in the Triangle. EPA became a member in 2014. EPA believes this is the only organization providing this type of support. Therefore, the circumstances permitting other than full and open competition is FAR 13.106-1(b) ¿soliciting from a single source ¿. In accordance with FAR Part 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the Agency. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon response to this notice, is solely within the direction of the Government. This notice will be posted for 15 days. The intent of this synopsis is to state the Government ¿s intention to sole source this requirement and to determine if any other source(s) exist; and, therefore, no solicitation is available. Consequently, any response(s) failing to provide the aforementioned data but instead choosing merely to submit a routine letter requesting a copy of the solicitation will not be honored.
