Description
Draft-SOW Description: The Centers for Medicare and Medicaid Services (CMS) is issuing this sources sought synopsis as a means of conducting market research to identify small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) that have the capability to support CMS Program Monitoring and Safety Surveillance activities as defined in the draft Statement of Work. The result of this market research will contribute to determining the method(s) of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541690. Other Important Considerations: There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. Submission Instructions: If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, website address, respondents' technical and administrative points of contact including telephone number. 2) Based upon the NAICS code specified herein, indicate whether your firm is classified as a, small business, small disadvantaged business, 8(a) concern, women-owned small business, HUBZone small business, veteran-owned small business, service-disabled veteran-owned small business and whether the firm is U.S. or foreign owned as validated via the; Note: All Offerors must be registered in the Systems For Award Management at http://www.sam.gov. 3) Capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. Indicate experience performing or completing all of the eligibility and work requirements stated in Attachment 1 to this sources sought (provide specific examples where experience is similar or equivalent to the CMS requirements, reference where and when the work was completed, and provide the applicable contract number and value). If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Include information on the lead's prior experience as a prime contractor, experience with teaming arrangements, and prior teaming experience with the specified partners, if applicable. Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by 12:00 PM (local time) on, March 10, 2016.
