Description
THIS IS NOT A SOLICITATION BUT A SOURCES SOUGHT. The United States Military Academy (USMA) at West Point, NY has a requirement for a parts service agreement for a Bruker Avance III 400 - Nuclear Magnetic Resonance system Console/Probe. Contractor will provide parts for NMR Spectrometer console and probe. The government is looking for a small business who can meet the following requirement. Following protocol will apply to service response 1.Service requests are initiated via telephone call, by USMA, to contractor service center. 2.Upon receiving a request for support, the service center engineer will create a computer record of the request on contractor's service response tracking system. This record of a call is called a service request. Responsibility for the service request will be assigned to the service center, and the service request will remain 'open' until USMA's request is satisfied. 3.A service center engineer will contact the POC at USMA to gain a more complete understanding of the request, recommend diagnostic tests and, with the POC, interpret the results. 4.For calls received before 12:00 noon (Eastern Standard Time), the contact will be attempted prior to the end of the business day. (For tracking purposes, this is day #0.) For calls received after 12:00 noon (Eastern Standard Time), the contact will be attempted prior to 12:00 noon of the following day (this becomes day #0). In either case, if telephone contact cannot be made, a message will be left and/or an email message will be sent. 5.If the diagnostics indicate that a console component is required, the service center engineer will arrange for overnight shipment. 6.The next day the service center engineer will contact USMA to determine the status of the instrument. (For tracking purposes, this is day #1.) 7.If the replacement material resolved the problem, the defective material will be returned to contractor using shipping information and pre-paid labels included with the repair items. Upon receipt of the defective material, the service request will be closed. 8.If the replacement material did not resolve the problem, the service center engineer and the USMA POC will mutually determine the best next step. 9.Probes are returned to the contractor's service center for repair. 10.In those situations where USMA and center engineer agree that an on-site service visit is appropriate, the service center engineer will contact the appropriate Region Service Manager. The Region Service Manager has responsibility for contacting USMA and for scheduling the engineer's visit. Responsibility for the service request will be transferred to the appropriate Region Service Manager. It is understood that this agreement does not cover service visits to USMA and that USMA must provide means to cover the cost of the service visit before a service representative can be sent to USMA. 11.When the service request has been resolved, it will be closed. If you think your company can meet this requirement please submit a capability statement and documentation from the manufacturer that your company is an authorized service dealer for this equipment. Submit your information to robert.pizzano@usma.edu NLT March 1, 2016 @ 11am est.
