- In compliance with the Office of Personnel Management (OPM) 2004 Human Resources Line of Business (HRLOB) Initiative, OHRM implemented its Human Resources Line of Business (HR LOB) in 2011 to develop and deploy a Department-wide state-of-the art modern human resources information system (HRIS), HRoSmart, supported by a Shared Services Center (SSC). OHRM anticipates its HR LOB HRIS SSC migration project will conclude in 2016 as HRoSmart will be fully deployed and transitioned to operations. Through the HR LOB, VA will realize operational and human capital improvements with recruitment, hiring, and workforce planning, as well as customer service through enhanced automation and standardized business processes. OHRM will continue its transformation goals and compliance with applicable mandates through a portfolio of HR Automation programs, initiatives, and projects. The projected enhancements and operational improvements align with VA strategic goals and priorities to drive transformation through strategic human capital engagement, development, and talent acquisition. This also includes a broad set of capabilities for improving management systems, hiring processes, workforce planning, data governance and integration and customer satisfaction. The following are anticipated program improvements and outcomes required: i.Strategic view of technology and services which informs the way we manage and govern; ii.Enhanced shared services capability and processes; iii.Unified data governance and integrated enterprise approach to HR Automation; iv.Established platform for success through efficiency, leveraging proven solutions, economies of scale, and continuous reduction of duplicate investments; v.Consistent delivery of services, operations, and continuous performance improvement practices; and vi.Enhanced processes to measure success by outcomes to customers and veterans. THERE IS NO SOLICITATION AT THIS TIME. This sources sought notice does not constitute a request for quotes or proposals. Submission of any information in response to this sources sought notice is purely voluntary. The Government assumes no financial responsibility for any costs incurred. The responses to this sources sought notice will be used for market research purposes. If your organization has the potential capability to perform these services, please provide a response as follows- Cover Sheet - 1 page Include the following information: 1. Capabilities Statement and Market Information - no more than 10 pages Please elaborate in all areas as follows: 1.Detail your understanding of the Office of Personnel Management's (OPM) Human Resources (HR) Line of Business (HRLOB) shared services enterprise architecture reference models including business model, data model, performance model, and service component model. State applicable federal experience applying the enterprise architecture reference models. 2.Detail your understanding of PeopleSoft with systems implementation and federal HR processing for core functions including personnel action processing, benefits management, and compensation management. 3.Detail your understanding of PeopleSoft with systems implementation and federal HR processes for non-core functions including staff acquisitions, performance management, talent management, employee relations and onboarding. 4.Describe your experience and knowledge in the scheduling and implementation of enterprise wide HR systems. 5.Describe your experience and knowledge in the release and change management of enterprise wide HR systems. 6.Describe your experience and knowledge with planning and developing training curricula for role-based and classroom instruction. 7.Describe your experience and knowledge in the training, planning assessment, delivery, and evaluation to demonstrate Return on Investment (ROI) of enterprise wide HR systems. 8.Describe your experience and knowledge in the strategic and tactical multi-channel communication required to demonstrate ROI. 9.Describe your experience and knowledge with creating strategy, planning and implementing sustainable processes for system maintenance, release management and customer support. 10.Describe your experience and knowledge in functional helpdesk planning, helpdesk operations and helpdesk metrics of enterprise wide HR systems. 11.Describe your experience and knowledge of planning and developing PeopleSoft 9.0 reports and queries. 12.Describe your experience and knowledge assessing and integrating existing stovepipe functionalities into enterprise wide solutions. 13.Describe your experience and knowledge in Planning, Programming, Budgeting, and Execution (PPB&E). 14.Describe your experience and knowledge of enterprise project portfolio management to include supporting planning, management and assessment. Identify your preferred methodology that has resulted in successful enterprise project portfolio management.
