Draft PWS This Sources Sought notice is for informational and planning purposes only to conduct Market Research in accordance with the Federal Acquisition Regulation (FAR) Part 10. It does not constitute a Solicitation and is not to be considered as a commitment by the Government. All firms responding to this Source Sought notice are advised that their response to this notice is not a request that will be considered for contract award. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research. This acquisition falls under the North American Industry Classification System (NAICS) Code 485410 - School and Employee Bus Transportation with a Size Standard of $15.0M. The estimated magnitude for this requirement is more than $20 Million for the Base Period and all Options. The Department of Defense Education Activity (DoDEA)/Domestic Dependent Elementary and Secondary Schools (DDESS) is searching for qualified small business sources that can fill a requirement to perform school transportation services to 7 schools for the approximately 3,481 eligible dependent students in grades X through X residing on Fort Campbell military installation and to 4 schools for approximately 1,449 dependent students in grades X through X residing at Fort Knox military installation. Basic Scope of Work: The contractor shall provide all personnel including drivers and safety attendants, customer service for coordinating with local principals and fielding requests for athletics/activities, supervision, services, supplies and equipment necessary to perform transportation services as described in the attached PWS. This service may require specialized equipment including, but not limited to, special or adapted buses, lifts and ramps to provide transportation for a student with a disability. The contractor must be able to: • Mobilize the contract within 27 calendar days, at two locations, to include hiring and certifying bus drivers and safety attendants and setting up offices. • Have an inventory of approximately 100 buses, built to Kentucky specifications, to include 15 special education buses. • Ability to analyze two districts and determine the proper amount of bus routes given the school zones and housing areas. • Have liability insurance in place. • Have mechanical inspection and repair capability. • Have the ability to purchase, store, and dispense fuel for the fleet. Contracted services must be in compliance with Kentucky Department of Education requirements for pupil transportation. The anticipated period of performance is 15 July 2016 through 14 July 2017 (base period) and four (4) 12 month option periods to follow. The following information is required to be submitted in response to this Sources Sought Notice: 1. A capability statement that demonstrates the practices, ability, knowledge, buyer finances to support and perform the work described in the PWS that is the same or similar in scope to the requirement. The statements shall not exceed five (5) pages. Responses are due no later than 11 March 2016 @ 0800 a.m. eastern standard time, and shall be electronically submitted to Ms. Hillary Turnbull at Hillary.Turnbull@am.dodea.edu. In the subject line of your email response, enter "Kentucky Transportation Services". Response is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow-up information requests.
