- The National Institutes of Health (NIH), Eunice Kennesy Shriver National Institute of Child Health and Human Development (NICHD) intends to procure a Unity Essential Support Plan for an existing Q Exactive Mass Spectrometer from Thermo Electron North America LLC, 5225 Verona Road, Madison, WI 53711. The Institute intends to procure this service by other than full and open competition under the authority of the Federal Acquisition Regulations (FAR) 6.302. Repairing or maintaining a mass spectrometer requires years of training, specialized experience, specialized replacement parts, and the latest instrument software. The Q-Exactive mass spectrometer is NIDDK's most sensitive exact mass - Liquid chromatography mass spectrometer (LC-MS) and the primary LC-MS within the Clinical Mass Spectrometry Core. It performs the qualitative and quantitative analysis for numerous clinical studies and many clinical research projects. Such an instrument must be operated continuously and has several complex sub-systems which have many types of potential failures. Downtime and more importantly the length of downtime will significantly impact the ability of the Core to perform clinical studies. The core's project load is currently requiring some samples to be run over weekends. A service contract with the instrument supplier provides an efficient route for maintaining the instrument making it possible to use one instrument rather than operating two. ESSENTIAL SUPPORT PLAN FEATURES: Unlimited number of demand on-site service visits with a maximum 72-hour response Engineer labor and travel is included Priority status for technical support inquiries One (1) Scheduled Preventative Maintenance visit Thermo Scientific supplied personal computers are covered Factory-certified replacement parts included Software updates and notifications Subscription to e-Support Online Technical Resources Software updates and notifications. Updates are defined as Software revisions that provide minor changes that are needed to correct or improve the previous version of the software. Software updates are normally indicated by a software revision number change e.g. version 1.1 to version 1.2. Computers purchased from Thermo and are required for the operation of the system is covered under a Support Plan. Replacement of Computers that required an Upgrade to new operating systems are not included in a Support Plan. Base Coverage Exclusions: Computers not provided and installed with the system by Thermo Fisher. Hardware and Operating System upgrades, replacing a HD with larger capacity. Software version upgrades are not provided under a Support Plan. Upgrades are normally indicated by a software version number change e.g. version 1.2 to version 2.0 Consumable items and parts such as bottles, calibration materials, solvents, vials, caps, septa, all Columns, data media, ferrules, ETD filaments (excluding the one included in the PM visit), filters, frits, gases, gaskets, injection port liners, integrator paper, ion exchange resin, lamps, photomultipliers, pump oil, reaction tubes, source ceramics, mobile phases, autosampler rotor valve seals, sample ports, syringes, and sample loops, DEP emitters, electron multipliers, glass jet separators, heated capillaries, ion gauges, ion volumes, water chillers, and turbo pump oil reservoirs. The Contractor shall provide subject matter expertise in the maintenance and repair of a Thermo Q-Exactive mass spectrometer. All parts needed to repair or maintain the Thermo Q-Exactive will be provided by the contractor at no additional charge. The contractor shall continually update the software on the Q-Exactive computer with the latest updates and version changes. PERIOD OF PERFORMANCE The period of performance of this Purchase Order shall be for the 12-month period from date of award. This is not a solicitation for competitive proposals, however, all responses received, before the closing date, of this announcement will be considered by the Government. The determination to compete or not compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. It is anticipated that the Request for Quotation (RFQ) NIH-NICHD-16-023 will be available fifteen (15) days after the publication date of this synopsis. Receipt of quotations will be due ten (10) days after the release of the RFQ. Request for copies of the RFQ must be sent electronically to griffinv@nih.gov quotations must contain offerors name, address, and telephone number. All requests for quotation must include a valid email address. Collect calls will not be accepted.
