- Potential offerors will be responsible for downloading their own copy of the solicitation and any amendments that may be issued. This acquisition is being advertised as a 100% set-aside for small businesses. One of the core missions of the Developmental Therapeutics Program (DTP) in the National Cancer Institute (NCI) at the National Institutes of Health (NIH) is the identification of novel synthetic compounds and natural products as potential anti-cancer agents. Toward this mission, the contract will be devoted to the synthesis of small molecule compounds required by the various programs associated with the Division of Cancer Treatment and Diagnosis (DCTD). This contract will provide essential synthesis support for the early stages of the drug development program. The compounds assigned for synthesis under the contract originate from NCI's Experimental Therapeutics program (NExT), the Drug Acquisition Initiative (DAI), and Biological Evaluation Committee (BEC) recommendations. About 70% of the synthesis work involved in this contract originated from the current NExT program or the DAI. Under the scope of the above mentioned programs, the synthesis of analogs in order to improve the potencies and pharmacodynamic properties of the lead compound where the core chemistry is either well established or unknown would also fall within the scope of the contract. The remaining 30% of the work has originated upon the request of the Biological Evaluation Committee (BEC). In addition, the contract could be utilized to check the purity and identity of selected compounds as needed. The purity and identity of all resynthesized compounds and intermediates will be established by state-of-the-art physico-chemical methods. The quantities synthesized vary from 200 milligrams to 50 grams. The overall objective of the contract will be the "Non-GMP" chemical synthesis of compounds of good purity as needed for the cancer program, such as synthetic compounds mainly prompted by the NExT and DAI programs, and also compounds arising from recommendation of the BEC. The new contract may be utilized for the purpose of synthesis of active single compound leads and their analogs using parallel synthesis methodology, as sometimes required by the programmatic needs. Request for Proposal (RFP) N02CM67001-05 will be available on/or about March 11, 2016 and receipt of proposals will be due at 3:00 PM, Eastern Prevailing Time on/or about April 13, 2016. The RFP will only be available electronically and must be accessed through the FedBizOpps website or the National Cancer Institute homepage at http://rcb.cancer.gov/rcb-internet/index.jsp. Once there, click on solicitations. All information required for submission of a proposal will be contained in the electronic RFP package. Potential offerors will be responsible for downloading their own copy of the RFP and any amendments, failure to do so will be at your firm's own risk. It is the offeror's responsibility to monitor the above websites for the release of this RFP and amendments, if any. All responsible sources may submit a proposal which will be considered by the agency. This solicitation is anticipated to result in one award to an offeror capable of performing all aspects of the work described in the Statement of Work (SOW). It is anticipated that a single award, cost reimbursement type contract. To be awarded on or before September 15, 2016, for a period of performance of one-year with four one-year options, for a total of five years if all options are exercised. The Government's estimated effort for this project is 4,400 hours annually or 22,000 hours over the five-year period of performance, if all options are exercised.
