Description
The Department of Veterans Affairs Medical Center, NCO 9 Network Contracting Office, on behalf of Memphis VA Medical Center, is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and that have the resources to provide preventative maintenance services for one (1) Medrad Stellant D Injector in accordance with the OEM guidelines. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 811219. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these services, please provide the following information: 1)Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2)Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. The government will evaluate market information to ascertain potential market capacity to: 1)Provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2)Secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3)Implement a successful plan that includes: compliance with program schedules; cost containment; meeting and tracking performance; and 4)Provide services under a firm-fixed price contract. 5)Provide documentation to verify their competency to work on and provide preventative maintenance on the equipment. The documentation may consist of a letter from the Manufacturer (Medrad/Bayer) verifying the service representative has been trained or a Manufacturer's (Medrad/Bayer) training certificate. The Contracting Officer reserves the right to refuse bidders who do not satisfactorily demonstrate these requirements. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by 10:00am CST, March 1, 2016. All responses under this Sources Sought Notice must be emailed to Victoria.Rone3@va.gov, Subject Line Title: Preventative Maintenance for Medrad Stellant D Injector- VAMC Memphis. SAM: Interested parties shall be register in the System for Award Management (SAM) as prescribed in FAR Clause 52.232-33. The SAM can be obtained by accessing the internet at www.sam.gov or by calling 1-866-606-8220. Scope of Work: Contractor shall furnish all necessary travel, labor, materials, tools, documentation, and parts required to provide preventative maintenance services for the Medrad Stellant D Injector in accordance with the OEM guidelines located at the Veterans Affairs Medical Center, 1030 Jefferson Ave., Memphis, TN 38104. All services shall be carried out in accordance with the original equipment manufacturer (OEM) latest specifications. Contractor or field service engineer/technician shall be certified or trained to perform evaluation and repair services.
