Description
The Mid-Pacific Region of the Bureau of Reclamation intends to issue a Solicitation for a firm fixed-price contract for the Tule Lake Improvement Project. The project area is located near the town of Tulelake, in California and just south of the Oregon state line. This procurement is set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns only, and will be a Invitation for Bid (IFB) using FAR Part 14, Sealed Bidding procedures. The work to be performed is described below. The applicable North American Industry Classification System (NAICS) Code is 237310 and the related small business size standard is $36.5M. The estimated cost of this project is between $1,000,000.00 and $5,000,000.00. This procurement will require a bid guarantee and 100% performance and payment bonds. Solicitation R16PS00243 will be posted electronically via www.fedbizopps.gov on or about March 23, 2016. The date for receipt of offers will be approximately April 22, 2016. The solicitation must be downloaded at the above website; no paper copy of this solicitation will be distributed. A Pre-Bid Conference and Site Visit will be held, date/time/location to be provided with the solicitation. Prospective contractors MUST be actively registered in the System for Award Management (SAM) database at http://www.sam.gov to be eligible for award. PRINCIPAL COMPONENTS OF WORK: This road improvement project includes the supply, delivery, and placement of gravel on existing Tule Lake roads which are located approximately 5 miles south of Tulelake, California. The contractor shall grade the existing gravel roads, place and compact the new gravel sections. Approximately 25.5 miles of roads will be improved. Performance Requirements include: - Obtain and haul base and aggregate to the Tule Lake Lease Land roads. - Apply dust palliative to specific haul roads to minimize dust. Using water truck, apply water for dust control on roads used which did not receive dust palliative. - Prepare and grade existing roads prior to placing base and aggregate. Repair soft areas with geotextile as needed. - Place and compact base and aggregate per the locations and thicknesses specified. - Perform final grading of roads.
