Description
The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), Office of Mine Safety and Health Research (OMSHR) has a requirement to conduct phase one of the Mining Industry Surveillance System in the Metal/Nonmetal and Coal mining sectors. There are three sampling phases planned for three subsequent years. The base period contract includes the tasks to conduct Phase 1 of the survey in the Metal/Nonmetal mining sector and the option includes the tasks to conduct Phase 1 of the survey in the Coal mining sector. An important objective of the survey will be to obtain "denominator data" so that the Mine Accident, Injury and Illness Reports, MSHA Form 7000-1, can be evaluated in relation to the population at risk. Currently, the Mine Safety and Health Administration (MSHA) collects demographic and occupational information only for injured or ill miners. As a consequence, the accident data cannot be fully exploited to study the employee-level correlates of mining accidents. Another survey objective is to obtain data that can be used to understand the demographic characteristics of the mining workforce. An additional objective will be to collect information about the mining operations, such as work schedules and the use of independent contractor labor. A firm fixed price contract award is intended. Request for Proposal (RFP) No. 2016-N-17758 will be issued on an unrestricted basis to full and open competition. The solicitation will be issued on or about March 11, 2016. Proposals will be due on or about April 11, 2016. Organizations interested in receiving a copy of the solicitation may submit a written request to DHHS/PHS/Centers for Disease Control and Prevention, NIOSH-Pittsburgh, Office of Acquisition Services - Branch 4, 626 Cochrans Mill Road, Pittsburgh, PA 15236-3611. Written requests submitted to Facsimile Number 412-386-6429 will be accepted. No telephone requests will be accepted. Please cite the solicitation number in a request. Offerors may obtain a copy of the RFP via the internet at https://www.fbo.gov/. All responsible responsive sources may submit an offer which shall be considered by the agency.
