- NASA/JSC has a requirement to obtain a Launch Site Facilities Provider to provide support to the Orion Multi-Purpose Crew Vehicle (MPCV) Flight Test Management Office at the Johnson Space Center (JSC) for the Orion-MPCV Ascent Abort - 2 (AA-2) Flight Test. This Launch Site Facilities Provider shall be able to provide a launch pad, a launch stand, a gantry, nearby integration and storage buildings, associated facilities support, and operations support for the Orion-MPCV AA-2 Flight Test. NASA/JSC intends to purchase these services from Space Florida. The AA-2 launch configuration, consisting of the Launch Abort Vehicle (LAV) mounted on the Separation Ring (Sep Ring) mounted on the Abort Test Booster (ATB), is a unique configuration with the ATB having a diameter of 18 ft. For AA-2 launch operations, 360 degree access from the gantry is required for the LAV, Sep Ring, and ATB. Further, for an efficient operations flow, the launch facility must be in the Kennedy Space Center (KSC) / Cape Canaveral Air Force Station (CCAFS) area to allow use of existing Orion-MPCV processing facilities, in particular the Launch Abort System (LAS) processing facilities, located at KSC. Additionally, an integration building for the ATB and a building for storage need to be within 20 U.S. (statute) miles of the launch pad. The launch pad and gantry located at Space Launch Complex (SLC) - 46 is the only launch pad/gantry combination available in the KSC/CCAFS area which can support the 18 ft. diameter ATB and the 360 degree access requirement. No other launch complexes in this area are available as they would require either a new gantry, extensive modifications to an existing gantry, or are already 100% committed to other space launch programs.. Space Florida has constructed a gantry and upgraded communications facilities at SLC-46, which will be utilized to efficiently support the AA-2 Flight Test. Space Florida currently has a license from the U.S. Air Force to construct, establish, operate, and maintain SLC-46 located at CCAFS for government, education, and commercial space launches and other directly related activities. The Government does not intend to acquire a commercial item using FAR Part 12. This is a sole source procurement under the authority of FAR 6.302-1. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Ashley Alessandrini at ashley.n.alessandrini@nasa.gov not later than 4:00 p.m. Central Standard Time (CST) on March 11, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
