Description
This is a sources sought synopsis only. This is not a request for proposals or qualifications. This notice does not represent a commitment by the government to issue a solicitation or award a contract. This is a market research tool being utilized to determine the availability and adequacy of potential sources prior to issuing a request for qualifications. The Government is not obligated to and will not pay for information received as a result of this announcement. Requests for a solicitation will not receive a response. The General Services Administration (GSA) is constructing a Memorial to Dwight D. Eisenhower in Washington DC. The four acre project site is located one block from the National Mall. The Memorial will feature a number of sculptures depicting aspects of President Eisenhower's life. The sculptures are being conceptualized and developed by the Memorial's designer, who is currently under contract to the Government. There will be 11 bronze sculptural figures at nine feet tall, a monumental scale, and one at life size and a desk in bronze. One foot maquettes have been created. These maquettes establish the artistic vision for the sculptures. The sculptors being sought in this market research must be able to produce sculptures artistically identical to the maquettes. The sculptor must also produce half size maquettes for two bas reliefs to be carved in stone. The sculptor must receive Washington DC Commission of Fine Arts approval. A sculptor must have the ability to: 1. Provide 1 foot maquettes to the AE, Gehry Partners, the Eisenhower Memorial Commission and the Commission of Fine Arts such that overall artist capabilities are approved. 2. Provide 3 foot maquettes of a sufficient quality to receive Commission of Fine Arts approvals of this work. 3. Provide the 11 full size sculptures on a 30 month schedule, inclusive of the approval of the 3 foot maquettes. The full size sculptures cannot begin until the 3ft maquettes have been approved. 4. Provide scale clay maquettes for two bas reliefs to be carved in stone. The bas relief models will be one third scale about 5 feet by 10 feet. The stone carving will be done by another vendor. The sculptor must accept a copyright clause that grants to the Government, and others acting on its behalf, a paid‐up, nonexclusive, irrevocable, worldwide license for all Artwork (work resulting from this contract) to reproduce, prepare derivative works, distribute copies to the public, and perform publicly and display publicly, by or on behalf of the Government including, but not limited to, use on United States postage stamps and U.S. currency. GSA is anticipating a firm fixed price contract. The Government will review each response and will use the information it receives in response to this advertisement as a basis for determining whether there exists reasonable a expectation of obtaining a sufficient number of offers that are competitive in terms of market prices, quality, and delivery. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. All information furnished to the Government in response to this notice will be used for review purposes only. This market research is being conducted under North American Industrial Classification System (NAICS) code 332323 Ornamental and Architectural Metal Work. The small business size standard for this NAICS code is 500 in number of employees. If you are interested, please provide a Written Letter of Interest, company brochure or literature (if available), and a statement of artistic qualifications with portfolio. All information submitted is subject to verification. Additional information may be requested to substantiate responses. The Written Letter of Interest must contain the following elements, at a minimum: 1. Name and address of company (inclusive of phone and fax numbers); 2. Name of Individual within the company who will be the contact person, if the Government requires additional information; 3. Tax Identification Number, Dun & Bradstreet No.; 4. North American Industry Classification System (NAICS) code(s) under which company operates; and 5. Examples of sculptural work of similar size;.
