Description
Drawing 2370-1835 Rev. B Drawing 2370-1834 Rev. A Drawing 2370-1832 Rev. C Drawing 2370-1830 Rev. C Draft SOW This is a sources sought announcement in accordance with FAR 15.201 and in anticipation of a potential future procurement. Naval Sea Systems Command (NAVSEA) is conducting market research to determine industry capability and interest in providing Reactor Access Enclosure (RAE) Support Towers and Bridge required for submarine maintenance. NAVSEA is interested in receiving a Rough Order of Magnitude which includes a time estimate for the start of fabrication after award of contract along with project duration. It is expected that complete construction, fabrication, erection and installation of RAE Support Towers and Bridge to include complete demobilization of site shall occur before April 1, 2018, at Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS & IMF). The RAE Support Towers and Bridge will consist of: two support towers, one bridge section, and bridge/tower connections. This future procurement involves assembly and set-up of the equipment at destination. Delivery to PSNS & IMF shall include shipment by barge, contractor crane and rigging service to off-load structure. NAVSEA intends to acquire these RAE Support Towers and Bridge for use at Puget Sound Naval Shipyard in Bremerton, WA. The Government has provided the following information as attachments to this sources sought announcement: 1. The draft solicitation statement of work with detailed design requirements of the structures to be fabricated. 2. Additional design requirements for the proposed RAE Support Towers and Bridge. The RAE Support Towers and Bridge are to be fabricated and constructed in accordance with the engineered design drawings provided in Attachment 1. Where the drawings do not specify make and model of components, the contractor shall list proposed make and model of those components, subject to approval by the Government prior to start of construction. Information provided shall be treated as Business Sensitive or confidential to the responder, and shall be subject to the process for exemption from public release under the Freedom of Information Act. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this notice or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. Information provided in response to this sources sought announcement will not be considered an Offer by the responding contractor and cannot be accepted by the Government to form a binding contract. The purpose of this sources sought announcement is to gather information from the market place. Telephone inquiries will not be accepted or acknowledged. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Interested companies should submit, on company letterhead, a notice of interest including the name, telephone number, mailing address, and e-mail address of one point of contact to Ms. Charnea' Alston, Contract Specialist at Charnea.alston@navy.mil. The notice of interest should include a brief description of your company, length of time required to manufacture the (RAE) Support Towers and Bridge as well as the capabilities as they relate to the requirements set forth on this announcement. No telephone inquiries will be accepted and requests for solicitation packages will not be granted, as a solicitation has not been prepared at this time. When to Submit: Responses are requested by 2PM Eastern Standard Time, 28 March 2016.
