- Description
- The Department of the Air Force intends to award a sole source contract for software technical test support of the Joint Stand-Off Weapon (JSOW) -C, ground and captive flight integration. This contract action is under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, to Raytheon Missile Systems, PO Box 11337, Tucson, AZ 85734-1337. Estimated period of performance is from 01 Jun 2016 through 07 October 2016. The Air Force, AFLCMC/WWMS (F-16 International Program Management) requires the contractor to provide a JSOW Guidance Electronics Unit (GEU) in the Poland configuration for installation into a JSOW, AGM-154C, Captive Flight Vehicle (CFV). The contractor shall provide on-site, software technical support at the ground and captive-carry flight test at Edwards AFB (EAFB). Additionally, the contractor will provide telephone technical support during the period of performance. This is not a solicitation or request for proposal, nor does it restrict the Government to a specific acquisition approach. The Government intends to solicit and negotiate for the above services with only one source under the authority of FAR 6.302-1 [10 U.S.C.(c)(1)], Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Submission of any of these documents shall be at the contractor's expense. Capability statements shall demonstrate how the source can provide a JSOW Guidance Electronics Unit in the Poland configuration for ground and captive flight integration without substantial duplication of costs to the Government or unacceptable schedule delays. A determination by the Government not to compete this proposed contract modification based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with award of the contract. Comprehensive responses are due by 10 March 2016, 5:00 p.m. (MST) via email to dwane.esplin@us.af.mil.
