- FHWA has a requirement for non-personal off-site technical services to provide program support to FHWA by providing the 51 LTAP and 7 TTAP a conduit to the technical information/resources and communication/marketing tools they need to fulfill their duties and achieve the mission and vision of the national program. PROGRAM BACKGROUND: LTAP was established in 1982 to provide local agencies with information and training programs to address the maintenance of local roadways and bridges. TTAP was established in 1991 to address the transportation needs of Native American tribes. The FHWA Office of Technical Services-Technology Partnership Programs (TPP) unit is responsible for national-level stewardship and oversight of LTAP/TTAP.
