Description
THIS IS A SOURCES SOUGHT NOT A REQUEST FOR PROPOSAL!! The U.S. General Services Administration, Great Lakes Region, is issuing a Sources Sought Announcement for the renovation of the 13th floor of a federal facility to determine the interest, availability, and capability of Service-Disabled Veteran-Owned, (8a), HUBZone, and Small Business concerns as described below. The NAICS code for this procurement is 236220. The work will take place on the 13th floor of the Stokes Federal Building & U.S. Courthouse located at 801 W. Superior, Cleveland, OH. The estimated construction cost is between $1,000,000 and $5,000,000. Construction is currently estimated to take 180 calendar days. This initial space alteration (ISA) will consist of the build out of approximately 9,102 rentable square feet which includes administrative and forecasting offices as well as storage, a technical service area, and equipment room to house agency HVAC and IT equipment, and parking. The contractor shall perform partial demolition, removing old partitions/walls, electrical conduits and wirings, plumbing system; modification of existing fire alarm and sprinkler systems; providing new kitchen sink/fixtures and plumbing system; providing new 24" X 24" acoustical, gypsum and architectural millwork ceiling system and panel system; modification/relocation and providing new surface mounted, lay-in and down lighting fixtures; providing new walls and new electrical power system and data-communication system including cabling and termination; modification of existing HVAC system, e.g. new ventilation ductworks and diffusers, and programmable control system; providing new carpet and resilient floor tiles; providing redundant power/generator system, and redundant cooling system; provide infrastructure for Antenna farm/Communication equipment on roof; providing material and labor; sealing and touch up; coordinating all works and installations with the Government and deliver a complete, clean, and functional new office space. The contractor is to provide all the management, supervision, manpower, equipment and supplies necessary for this project. It is anticipated the Request For Proposal (RFP) will be posted to Federal Business Opportunities (www.fbo.gov) on or about May 2, 2016 and will close on or about June 6, 2016. The awardee will be required to complete the security clearance process. The full extent of the work will be described in the solicitation when it is posted. No other information will be available before the solicitation is posted. This is a SOURCES SOUGHT ANNOUNCEMENT for planning purposes only. Market research is being conducted to determine if there are Service-Disable Veteran-Owned, 8(a), HUBZone, or Small Businesses with the capabilities to perform the required work. All interested parties should submit a capabilities package to include: 1. Business classification (i.e. SDVOSB, HUBZone, etc.) 2. Examples of three projects: (i) completed within the last five years; (ii) that included the work specified above that will be required under this project; (iii) including HVAC, electrical, telecommunications; (iv) including hazardous material abatement; (v) that the offeror performed at least 15% of the work with its own organization under the contract; and (vi) that had a total project cost in the same range estimated for this project.
