- The purpose of this announcement is to: 1) Change the SANR Solicitation number from W15P7T-15-R-0014 to W15P7T-16-R-0002. All future information will be posted to FedBizOpps under solicitation number W15P7T-16-R-0002. 2) Provide industry with an updated SANR Performance Requirements Document (PRD). The PRD is available by request. Please submit PRD requests via email to Michael Gomes at michael.m.gomes.civ@mail.mil. In the PRD request email, vendors shall provide responses to the following questions (1) What is your company's intended use of the SANR PRD? and (2) How does your company intend to compete on a future SANR procurement (i.e. Prime Contractor or Subcontractor)? Only interested sources that intend to compete as a Prime Contractor or a subcontractor on a future procurement for SANR may submit requests. The PRD will also be placed in the Joint Tactical Networks (JTN) Information Repository (IR) SANR folder. Access to the SANR folder is managed by the JTN office. Each vendor/subcontractor must complete the application process in the JTN IR Registration website at https://ir-registration.sd.spawar.navy.mil and obtain approval to access the folder. The SANR PRD is for official use only and shall not be further distributed without express permission from the Contracting Officer. 3) Request industry feedback on the following questions related to the SANR PRD: a. 1553 Control Interface - Some of the projected SANR platforms have a requirement for a deterministic control mechanism provided by a MIL-STD-1553B bus and protocol suite, and Product Manager Airborne, Maritime, Fixed Station (PdM AMF) is considering including 1553 interface requirements in the SANR PRD. i. Does your SANR candidate provide a MIL-STD-1553B compliant control interface? ii. If not, do you have external devices that would support controlling your SANR candidate through a platform's 1553 control infrastructure, to include delivering system responses in a timely and predictable fashion? 1. Would external devices for controlling SANR through a 1553 control infrastructure fit within the SANR PRD Size, Weight, and Power (SWaP) constraints? b. Presets - The user community has expressed a desire to provide operators with the ability to load a minimum of 80 network presets per SANR channel. i. Is your SANR candidate capable of handling 80 presets per channel for SINCGARS, SRW, or WNW? Please explain. 4) Inform industry that the SANR DRAFT RFP is still scheduled for release no later than April 2016. 5) Lastly, this notice serves to inform industry that the release of the FINAL SANR Request for Proposals (RFP) is estimated to occur in the 1st Quarter of Fiscal Year 2017.
