- J & A The task order requirement is comprised of several elements or functional activities: Administrative Support, Enterprise Architecture, and Program Control. Under the Administrative Support task, ICF provides experienced support personnel to: Provide office administration support including scheduling meetings, organizing events, producing PowerPoint or Word documents, and record-keeping; Provide support staff for document analysis and summary; and Provide miscellaneous administrative or logistical support, including time-keeping, assisting special directors, and the Acting Office Director of CST Under the Enterprise Architecture support task, ICF is responsible for providing expert advice and consultation services to CA and CST Management, Branch Chiefs, and other staff. ICF provides the following under this task: Reviews the existing CA comprehensive systems architecture encompassing and consolidating all Consular Affairs' enterprise systems to document the Current EA and review Federal Enterprise Architecture (FEA) reference models for applicability to CA; Evaluates all existing EA development activities and their adherence to organizational strategic goals; Develops and maintains conceptual models of information systems within CA for which CST is responsible, and prepare diagrams of the information flow through them and develop, maintain, and/or update the model as an EA baseline; Identifies options for a model layout for the Target EA based on thorough requirements and resource analysis, including a review of CST systems requirements specifications, software design specifications, concept of operations, user interface design specifications, and user interface design guidelines; Evaluates options and make recommendations for business and systems process improvements to achieve an effective and efficient workflow and optimal system performance, maintaining segregation and separation of duties, applying standards, and maintaining compliance with federal security requirements; Develops a phased transition plan and timeline for achieving the Target EA, identifying all risks and constraints; Facilitates implementation of the transition plan and report on Target EA milestones as needed; Coordinates across DoS to ensure the Target EA and all recommendations for implementation meet Department goals and are consistent with all other CA and DoS capital and enterprise planning initiatives and the Federal Enterprise Architecture Framework (FEAF); and Responsible for all governance, oversight, compliance, and quality management of EA activities Under the Program Control task, ICF provides project management standardization, cross-divisional coordination, organizational training, and development activities. fyiFurther, ICF provides the following under this task: Supports coordination across CST divisions to ensure consistency in program control and project management; Supports the development of standardized templates for project management reporting; and Develops, documents, and conducts training on quality management methods and standards, and support the quality assurance of individual CST projects.
