Description
This specification is to be used as a guide so vendors can provide 'similar equivalent' specifications for review. Fill out this form and return to Christina.allaire@navy.mil prior to COB Friday, 18 March 2016 Portsmouth Naval Shipyard invites you to attend the Industry Day for Diesel Generator Rental Specifications Market Research. Portsmouth Naval Shipyard intends to issue a solicitation for an Indefinite-Delivery, Indefinite-Quantity (IDIQ) Contract for the rental of diesel generators this year and is performing this market research in preparation, primarily regarding specifications and available features. The technical specification currently in use is attached; vendors are encouraged to use this as a guide for understanding the Shipyard's needs. Industry Day should not be interpreted as a request for quotation. Attendance at Industry Day will not affect future contract award decisions. Event Details: Date: Wednesday, 30 March 2016 Time: 12:00p.m. (noon) - 3:00p.m. EST Location: Thresher Room, Building 22, Portsmouth Naval Shipyard (Base Map will be provided to attendees upon request) Attendees must RSVP to Contract Specialist Christina Allaire via email, Christina.Allaire@navy.mil prior to Close of Business (COB) Friday, 18 March 2016. ALL persons attending Industry Day must be listed on the RSVP; this will be critical for installation access. Respond by submitting the attached RSVP form; form must be filled out in its entirety. There is a limit of three (3) representatives per contractor; at least one of which must be a technical expert. Check-in at the event will begin at 11:30a.m. EST. An agenda for the event will be provided at check-in. Vendors should bring the following to the event: technical data and manuals, rigging sketches (if applicable), and documentation demonstrating that the power sources are provided as "ungrounded" with an Insulation Resistance check of 5MegOhms or greater from each Phase to Ground. Shipyard personnel are interested in learning what the industry has to offer, specifically for sizing and capacity that is similar to the current specification (attached) but may not meet all of the requirements. *All resources, including data sheets, should be provided in advance to: Killian Kilroy at killian.kilroy@navy.mil or Benjamin Cilley at benjamin.cilley@navy.mil in accordance with the requirements listed below. Vendor Requirements: Vendor shall provide manuals, technical data, maintenance requirements, technical support and replacement timelines, and rigging drawings for all proposed models. Vendor must provide units and technical support for Kittery Maine, San Diego California, and Groton Connecticut. Supporting information shall be organized and packaged by unit. If supporting information includes multiple models the vendor shall redact all information not applicable to proposed unit. A package may only contain one model. Vendors are encourage to submit multiple packages to include units that are "similar equivalent" but technically unacceptable per current specification. Vendors submitting "similar equivalent" unit shall identify the areas deemed technically unacceptable to expedite the deviation review process. Examples of "similar equivalent" include but not limited to weight, footprint, fuel capacity, and prime/stand-by output within 5% of specification. Installation Access: Visitors who do not have an NCAC (Rapid Gate) should plan on arriving at least one and a half (1.5) hours prior to the event so you may process through the Pass Office at Gate 1, obtain a visitor's pass, and check-in at the event. ALL visitors must be United States citizens and carry valid identification. Visitors needing a visitor's pass (non NCAC holders) must provide identification and proof of citizenship to the Pass Office. Driver's Licenses/State IDs are acceptable forms of identification. The following are acceptable proof of citizenship: birth certificate, current U.S. Passport, Certificate of Naturalization, DD214 (if the form indicates the person is a U.S. citizen), or an FS-240 (born abroad of a U.S. citizen.) If you have had a name change since birth (other than by marriage) you will also need the court document showing the change. All documentation needs to be the original, photocopies are not acceptable.
