- NASA/GSFC has a requirement for a Seawater Flow Imaging Particle Analysis Instrument for Phytoplankton Size and Taxonomy Characterization. Requirements: Detection, quantification and size determination of both living cells (i.e. phytoplankton) and nonliving particles are necessary to understand both phytoplankton community structure and biogeochemical cycling in the global ocean. Moreover, knowledge of the Particle Size Distribution (PSD) of samples from the oceans help to improve our understanding of particle sinking, carbon export and their lasting effects on the carbon pool. Traditional particle counting methods, such as microscopy, are slow, tedious and can result in biased results. Moreover, current preservation methods can distort and/or destroy particles and living cells. We require a system that is: Portable, Automated, Can detect and enumerate both living and nonliving particles ~3 μm-2000 μm in size, using both chlorophyll fluorescence and scattering measurements, Provide length, width and diameter of the particles, Capture images, determine size structure of and classify phytoplankton cells. A portable, automated system that also captures images of particles and living cells would be advantageous for the following reasons: (1)To create a more precise and higher resolution analysis of phytoplankton communities. (2)Reduces the amount of manual labor incurred by other methods. (3)Create a non-biased record of particles and living cells. (4)An automated system can be used to collect high-resolution data with continuous sampling during oceanic field campaigns. (5)A portable system that can easily be taken onboard ships. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. This notice is a combined synopsis/solicitation prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ). The provisions and clauses in the RFQ are those in effect through FAC 2005-85-1. Offerors are required to submit their quote via email to Kathi Thomas at katheryn.a.thomas @nasa.gov All contractual and technical questions regarding this acquisition must be submitted in writing (e-mail) to Kathi Thomas at katheryn.a.thomas@nasa.gov no later than 2:30PM EST on March 8, 2016. Telephone questions will not be accepted. It is the quoter's responsibility to monitor this site for the release of amendments (if any). Potential quoters will be responsible for downloading their own copy of this notice, the on-line RFQ and amendments (if any). The NAICS Code and size standard for this procurement are 333316 respectively. The offeror shall state in their offer their size status for this procurement. Delivery to NASA Goddard Space Flight Center is required within 120 days ARO. Delivery shall be FOB Destination. All responsible sources may submit an offer which shall be considered by the agency. Offers for the items(s) described above are due by 2:30PM EST on March 8, 2016 to NASA Goddard Space Flight Center, Attn: Kathi Thomas, 8800 Greenbelt Road, Code 210.5, Bldg. 22, Room 122, Greenbelt MD 20771, and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative.
