- NOTICE OF INTENT TO AWARD A LIMITED-SOURCE ORDER INTENDED SOURCE: Deloitte Consulting L. L. P. PERIOD of PERFORMANCE: March 17, 2016 - April 16, 2016 with 5 option periods of 1 month each PLACE OF PERFORMANCE: Silver Spring, Maryland DESCRIPTION OF REQUIREMENT: Pursuant to the authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Subpart 8.405-6, the U.S. Food and Drug Administration (FDA), Office of Acquisitions and Grant Services (OAGS) intends to award a sole source order to Deloitte Consulting L. L. P. of New York, NY for the operation and maintenance (O&M) of the FDA User Fee System (UFS). The O&M of UFS is performed by Deloitte Consulting L. L. P. under FSS contract GS-35F-0060L/ HHSF223201010740G. This contract is expiring and the Government requires continuity of services to UFS while the re-competition of this requirement is completed. The applicable North American Industry Classification System (NAICS) code for this acquisition is 541512 Computer System Design Services with a size standard of $27.5 million. The Government intends to solicit and negotiate directly with Deloitte Consulting L. L. P., and no solicitation will be issued. This notice of intent is not a request for competitive quotations; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the government to determine if the party can perform the requirement. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. All interested parties must express their interest and capabilities in writing via email to jacob.ohatnick@fda.hhs.gov within fifteen (15) days after the date of publication of this notice. No faxed documents will be accepted. If no responsive statements are received within fifteen (15) days, an award will be made to Deloitte Consulting L. L. P.
