PDF Copy of Notice to Intent to Sole Source Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of the Office of Planning, Research and Evaluation (ACF/OPRE) intends to sole source to: National Academy of Sciences 2101 Constitution Ave., NW Washington, DC 20418-0007 In accordance with FAR 5.207(c), PSC/AOP's requirement is described as follows: (1) National Stock Number (NSN): N/A (2) Specification: Financing Early Care and Education with a Highly Qualified Workforce. The purpose of this delivery order is to support an ad hoc committee, formed under the auspices of the National Academies of Sciences, Engineering, and Medicine (NASEM), in conducting a study of strategies for financing early care and education with a highly qualified workforce. Consistent with the vision outlined in the report Transforming the Workforce for Children Birth through 8, the study will address mechanisms for funding high quality early care and education that is accessible to all children from birth to kindergarten entry, affordable for all families, and provided by a well-qualified and adequately supported workforce. As background to the study, the committee will briefly review and synthesize the available research and analysis on the resources needed to meet the true costs of high quality early care and education. These resources include the resources needed to improve the quality, affordability, and accessibility of higher education; improve the quality and availability of professional learning during ongoing practice; and support well-qualified educators and administrators with adequate compensation through complete wage and benefit packages that are comparable across ages and settings. To inform their primary analysis, the committee will gather information and review the available evidence on funding mechanisms that are currently being employed successfully on a large scale, as well as illustrative examples of funding strategies that are being employed on a smaller scale but have promise for expansion. The committee will also take into consideration lessons that can be drawn from financing of early care and education in other countries and from workforce development in sectors other than education. The committee will use the information gathered to explore the following questions: 1. What is an appropriate, feasible, and acceptable mix of private and public (federal, state, and local) sector investment, including the role of the education system, in funding early care and education to include well-qualified educators and administrators who receive adequate compensation packages? 2. What are reasonable expectations for families' share of the costs at different income levels? 3. What funding strategies are effective and efficient at the federal, state, and local levels? How should they be coordinated and deployed in a new financing system? 4. What promising funding strategies at the federal, state, and local levels warrant further examination through a systematic approach to implementing and evaluating at scale? 5. What other workforce development considerations, at the national, state, and local levels, affect the effective implementation of these funding strategies? 6. What frameworks or tools can support national, state, and local systems to develop funding strategies that are most likely to be effective in their contexts? In addressing each of these questions, the committee will ensure attention to the needs of infants and toddlers from low-income families, a population of particular interest to the Administration for Children and Families. The committee will produce a report that synthesizes the information gathered and, based on their analysis and interpretation, draws conclusions about and makes recommendations for concrete, implementable funding strategies in the public and private sectors at the national, state, and local levels.
