- Request for Information Appeals Modernization - Caseflow Development Support THIS IS A REQUEST FOR INFORMATION (RFI), ONLY, issued in accordance with Federal Acquisition Regulation (FAR) 15.201(e), for the purpose of conducting market research. Accordingly, this RFI constitutes neither a Request for Proposal (RFP) nor a promise to issue a RFP in the future, and it does not commit the Government to contract for any supply or service described herein. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals and therefore, will not accept, review, or evaluate unsolicited proposals received in response hereto. Please be advised that the U.S. Government will not reimburse Respondents for any costs incurred in the preparation and/or submission of responses to this RFI; all costs associated with responding to this RFI will solely be at the Respondent's expense. Not responding to this RFI does not preclude participation in any future RFP, if issued. Any information submitted by respondents to this RFI is strictly voluntary; however, any information received shall become the property of the Government and will not be returned to the Respondent. Interested parties are responsible for adequately and clearly marking proprietary, restricted, or competition sensitive information contained in their response. VA Technology Acquisition Center is issuing this RFI to determine Contractors capabilities in executing the requirements of the attached DRAFT Performance Work Statement (PWS). BACKGROUND VA Board of Veterans' Appeals (hereinafter referred to as BVA and the Board) has jurisdiction over appeals arising from various Agencies of Original Jurisdiction (AOJ), to include the VA Regional Offices, VA Medical Centers, the National Cemetery Administration (NCA), and the Office of the General Counsel (OGC). The vast majority, approximately 96 percent, of appeals considered involve Veterans' claims for disability compensation or survivor benefits. The projected appeals workload has prompted the Board, as the sponsor of the Appeals Process to work with their VA partners to seek a cohesive and unified strategy to address all aspects of appeals modernization across the Enterprise. Modernization of VA's Enterprise Appeals Process is necessary to enable VA to adjudicate appeals efficiently to serve Veterans and their families with issuance of timely and quality appeal decisions. Based on trends in case receipts, the Board expects to experience additional increases in workload, which include new appeals from the Veterans Benefits Administration (VBA), as well as, remanded cases returning from VBA's Appeals Management Center, the Court of Appeals for Veterans Claims, and appeals from other elements of VA, to include the Veterans Health Administration, OGC, and NCA. If the VA appeals process along with supporting technologies is not modernized, it will have a negative impact on Veterans, their families, dependents, and beneficiaries. Digital Service (DS), in collaboration with BVA, intends to deliver appeals processing and management capabilities in support of developing, configuring and implementing a Veterans-centric appeals processing and management solution. RESPONSE Interested parties submitting a Capabilities Statement should be brief and concise, and clearly demonstrate the ability to meet the stated requirements to provide DS with technical support for the Appeals Modernization Caseflow solution including project management, technical implementation, and Operations and Maintenance. The Capabilities Statement should clearly present evidence that the interested party is fully capable of providing the aforementioned technical support for the Appeals Modernization Caseflow solution, and as such may include any information that the interested party feels is relevant. Interested parties are strongly encouraged to submit questions and comments as soon as they are identified. Telephone inquiries will not be accepted. As part of your RFI response, please also provide the following information: 1.Can your firm support provision of both the development team for the appeals caseflow solution described in Performance Work Statement (PWS) task 5.2 and the Ongoing Appeals Caseflow Support described in PWS task 5.3? 2.VA is considering requiring a brief sample coding task as part of the technical proposal for this effort. Is your firm willing to participate in a coding exercise of this nature? What parameters/restrictions should VA consider including as part of the sample coding task. 3.Does the draft PWS provide sufficient detail on technical team skill set requirements? What, if any, additional data should be provided to improve the quality of your proposal. 4.What, if any, PWS paragraphs could be performed as Firm-Fixed-Price? 5.A Rough Order of Magnitude estimate for 38 months of performance to include all options. The page limit for the response is 30 pages. Responses should also include the company profile (to include, but not limited to, history, business size and socioeconomic category, applicable North American Industry Classification (NAICS). The response should also include a list of all subcontractors proposed and their respective role in the performance of this requirement. Your response should clearly mark any information that is proprietary. Faxed copies are not acceptable.
