Description

The National Cemetery Administration is soliciting offers under solicitation number VA786-16-R-0117. This acquisition is 100% set aside for Service-Disabled Veteran-Owned Small Businesses. The NAICS Code is 561730, Size Standard is $7.5 Million. The contractor shall provide all personnel, equipment, tools, supervision, and other items and services necessary to ensure that grounds maintenance is performed at Knoxville National Cemetery in a manner that will maintain healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance throughout. THE CEMETERY HAS NO IRRIGATION. This contract requires the use of a portable watering source for all turf and headstone maintenance. Services include, but are not limited to maintenance of grounds, regular mowing, string trimming, edging, removal of leaves and debris, as well as, sweeping or blowing off roads and sidewalks, maintenance of gravesites and headstones, and the alignment and washing of headstones, headstone installation and maintenance, turf maintenance, plant and tree maintenance, sunken grave repair, grave excavation and backfilling, trash removal, snow and ice removal, placement and removal of flags, janitorial services, facility maintenance and include regularly scheduled removal of floral items. All work shall be done during normal Federal workdays in daylight of 8:00 am and 4:30 pm EST. Prospective offerors must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov. Offers received from concerns that are not Service-disabled Veteran-owned Small Business (SDVOSB) concerns shall not be considered. SDVOSBs must be verified for ownership and control and listed in the Vendor Information Pages at https://www.vip.vetbiz.gov prior to the due date for proposals. (See VAAR Clause 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside.) The following factors, listed in descending order of importance, will be used to evaluate offers: (1) Past Performance; (2) Technical Qualifications; and Price. Past performance and technical, when combined, are significantly more important than price. Electronic solicitations will be available for download from http://www.fbo.gov on or about February 24, 2016. No paper copies will be issued. Offerors are responsible for obtaining any and all amendments or additional information at http://www.fbo.gov. Proposals are due at 2:00 P.M. ET on March 16, 2016. All proposals must be submitted through the Department of Veterans Affairs Electronic Management System (eCMS) Vendor Portal website to be considered.
