Description
This announcement constitutes a Sources Sought (market survey). This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The U.S. Army Corps of Engineers, Walla Walla District is seeking small business sources for a requirement entitled: Intake Gate Anodes for Lower Monumental, Little Goose, and Lower Granite Dams The purpose of this sources sought is to determine interest and capability of small business concerns: small business (SB), 8(a) small businesses, HUBZone small businesses, Service Disabled Veteran Owned Small Businesses (SDVOSBs) and Economically Disadvantaged Women Owned Small Business (EDWOSB) relative to the North American Industry Classification code (NAICS) 332313 Plate Work Manufacturing Use, 500 Employees. To make an appropriate acquisition decision for this project, the Government may use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement may depend on the responses to this sources sought synopsis. Summary of Work: Contractor shall fabricate and deliver intake anodes and hardware at the following project locations within the USACE's Walla Walla district: Little Goose Dam, Dayton, WA; Lower Granite Dam, Pomeroy, WA; and Lower Monumental Dam, Kahlotus, WA. Contractor shall be capable of acquiring magnesium and steel materials and hardware and fabricating in accordance with USACE drawings and within certain manufacturing and testing specifications such as AWS D1.1/D1.1M, QC1, ASME B4.1, B18.2.1, ASTM A 36/A 36M, A 325, A 490, A 514/A 514M, A 53/A 53M, B 843, E 35, E165, E709, and SAE J 429. Each set of parts consists of anode rods, fabricated attachment components, and various hardware specific to each dam in accordance with USACE drawings and specifications. Anode rods are 2 inch in diameter between 2 inches and 20 feet. Numerous fabricated attachment components are small formed steel plate pieces between 8 inches by 4 inches or smaller and between 1/8" to ¼" thick. Painting may be required per specifications. It is estimated that between 1 set and 10 sets will be ordered per year. The Contractor shall submit various pre-production and/or post-production technical drawing, testing, or sample submittals as identified in the formal solicitation. NOTE: IF YOU DO NOT INTEND TO SUBMIT A QUOTE FOR THIS PROJECT WHEN IT IS FORMALLY ADVERTISED, PLEASE DO NOT SUBMIT A RESPONSE TO THIS SOURCES SOUGHT SYNOPSIS. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS (1) Your intent to submit a quote for this project when it is formally advertised (2) Name of firm with address, phone and point of contact. (3) CAGE Code and DUNS number or a copy of your System for Award Management (SAM) information (4) The category of small business, such as 8(a), HUBZONE, or SDVOSB etc. (5) Statement of Capability (SOC) stating your skills, experience, knowledge, and equipment required to perform the specified type of work. This should include documentation of past specialized experience and technical competence in similar work, up to three (3) past projects for which your firm was the prime contractor. The SOC should be no more than three pages in length. Firms responding to this sources sought synopsis, who fail to provide ALL of the required information requested, may not be used to assist the Government in the acquisition decision, which is the intent of this sources sought synopsis.
