Description
Draft PWS The United States Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-2(a)(1), Sole Source Acquisition, based on only one responsible source. The Government intends to solicit and negotiate with Innovative Logistics, 201 W. Canton Avenue, Winter Park, FL 32789 for extension of the ground transport of U.S. Mail, both pro-grade and retro-grade, to three (3) key military locations in Kabul, Afghanistan from 01 April 2016 to 30 September 2016. This sources sought is not a request for competitive proposals. However, this notice does function as a Request for Information (RFI) for offeror's who believe they can meet the Government's requirement. Any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. The contractor shall provide all labor, resources, vehicles, security and other items necessary to support, manage and operate the secure movement of USPS and Military Postal items handled in accordance with (IAW) Volume 1, DoD Postal Manual 4525.6M. The route begins at Bagram Airfield to pick up the mail six (6) days a week with delivery to Hamid Karzai International Airport (HKIA), Resolute Support Headquarters (RS HQ), New Kabul Compound (NKC), and then return to Bagram with retrograde mail. The services required are highly technical in nature. A draft Performance Work Statement is attached for informational purposes only. Place of performance is Kabul, Afghanistan. This RFI is for planning purposes only and shall not be considered as a Request for Quote or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market research or otherwise pay for information solicited. The Government will utilize the information provided for planning purposes and to identify potential sources as part of its market research. Responders are solely responsible for all expenses associated with responding to this notice. Responses to the notice will not be returned.
