Description
In accordance with Federal Acquisition Regulation (FAR) 5.406, 6.305, and 13.501(a)(1)(iii), justification and approval documents for noncompetitive contracts are made available for public disclosure 30 days after award. Due to thrust bearing failure, Bureau of Reclamation/Lower Colorado Region's Hoover Dam's N6 power production unit is currently out of service and requires the replacement and refurbishment of thrust bearing components prior to reinstatement for power production. The failures of these components render N6 to be out of service and beyond the scope of work that can be completed by technical staff at Hoover Dam. An estimated loss of revenue of approximately $25,000.00 - $35,000.00 per day should be considered for this requirement. This urgent repair needs to be resolved quickly and correctly and without fault. Kingsbury is the original manufacturer of the original components and offers a complete service. Providing both immediate experience with the original successful design and accelerated scheduling to accommodate the urgent nature of this repair, Kingsbury is deemed to be the most reasonable single source for this repair at the lowest risk of failure. Typical acquisition processes will directly affect the overall revenue lost during as the repair requirement is left incomplete. The urgent and compelling nature of this repair also deems that the typical schedule needs accelerated. NAICS: 33361 with a small business size standard of 1,000 employees A Justification for Other Than Full and Open Competition has been prepared in support of this acquisition (http://www.usbr.gov/mso/aamd/doing-business-acquisitions-noncompetitive.html). This procurement will be awarded using Simplified Acquisition Procedures.
