- The NASA/SSC Office of Procurement intends to issue a sole source, Firm-Fixed Indefinite Delivery Indefinite Quantity (IDIQ) price contract to D2K Technologies for Integrated System Health Management (ISHM) and Autonomous Operation (AO) capabilities which are being implemented using the NASA toolkit developed with the G2 Bundle programming environment (G2/Symcure/NeurOnLine). The core implementation is based on creating the ISHM Domain Model (ISHM-DM) and the Autonomy Domain Model (A-DM) of the system. The ISHM-DM incorporates data, information, and knowledge (DIaK) needed to achieve ISHM capability; within an architecture that enables integrated use of DIaK by a system defined in terms of intelligent sensors and components. The A-DM incorporates the ISHM-DM and includes Autonomy domain knowledge needed for autonomous operation. Efforts for the first delivery will concentrate on updating/modifying the NASA Toolkit modularization and documentation to make it suitable for certification, and implementing concept-based physics models for use in ISHM and autonomous control. Capabilities to provide the required services include expert level programming in G2/Symcure/NeurOnLine, solid credentials in the ISHM and autonomy fields encompassing experience and evidence of expertise, working knowledge and experience in implementation of G2-Based solutions for NASA cryogenic management systems or similar, and working knowledge of the NASA ISHM-AO Toolkit. The estimated period of performance is an 18-month base with two 1-year option periods and one 18-month option period for a total of five years. There will be only one award made for this requirement. This is a sole source commercial acquisition under the authority of FAR Part 12 and FAR Subpart 13.5. The Government believes only one responsible source can provide the services that will satisfy the Agency's requirements. D2K Technologies has been providing a service through the previous procurement that corresponds to an area of technology and expertise that is not yet at a mature state throughout the industry. This notice of intent is not a Request for Proposal (RFP) for competition. Interested organizations may submit their capabilities and qualifications to perform the effort, in writing, to the identified point of contact not later than 4:00 p.m. (local time) on March 1, 2016. Statement of capabilities must contain sufficient details to review vendor's capabilities. Submissions will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. This acquisition will be a small business set-aside. The NAICS Code and Size Standard are 541511 and $25M respectively. FOB is destination. It is anticipated that a solicitation will be issued to D2K Technologies on or about March 7, 2016 with their response due NLT 4:00 p.m. March 18, 2016. An ombudsman has been appointed.
