Description
Pocatello Data Center Pre-Solicitation Notice The Federal Bureau of Investigation intends to issue a Request for Proposal (RFP) to award a single, firm-fixed-price contract for the design and construction (design-build) of a data center in Pocatello, Idaho. It is intended that this RFP will be competed utilizing the two (2) phase design build selection process and contracting by negotiation as set forth in Federal Acquisition Regulation (FAR) Part 15 and 36.3. This intended solicitation will be competed on a full and open competition basis. The estimated issue date for the Phase I RFP is March 11, 2016. The successful offeror shall be required to design and construct a one (1) story Tier III data center with a total facility square footage of 100,000 square feet (sq. ft.), including support space. The data center shall be designed and constructed with a capacity of 5.4 Megawatts of IT Power and approximately 25,000 sq. ft. of data hall with future data hall expansion capability of approximately 8,000 sq. ft. In addition, there is a three (3) story Warm Lit Shell addition of approximately 45,000 square feet to the existing Administration building which will be an add alternate to the base proposal. The solicitation criteria relies upon industry standards, where allowable, to afford the offeror a degree on design flexibility while meeting certain specific project requirements. The successful offeror must design and construct a complete and useable facility, as described in the RFP documents. Phase I solicitation will be posted on Federal Business Opportunities (FBO) Government Point of Entry www.FBO.gov. Phase II solicitation will be released and sent to only the five (5) offerors who are evaluated to be the most qualified based on Phase I Evaluation Factors. Evaluations will be conducted utilizing the Best Value Source Selection Trade-off process. The Government intends to award one (1) firm fixed price contract. The North American Industry Classification System (NAICS) code is 236220. In accordance with FAR 36.204, the magnitude of this project is estimated to be more than $10,000,000. All firms interested in participating in the Phase I solicitation effort should be registered on the FBO website in order to obtain the Phase I solicitation documents and all information regarding the Phase I solicitation. Hard copies of the Phase I solicitation will not be provided. Telephone and Fax requests for this solicitation will not be honored. The Phase I solicitation and all available amendments will be available by download from the FBO website only. It is the responsibility of the Offeror to check the website daily for any updates/amendments. Prospective Offerors will have access to the Phase I solicitation at the FBO website by searching for solicitation number DJF-16-1200-R-0000044. Offerors are encouraged to check the FBO website frequently in order to be notified of any changes to this solicitation. All offerors must be registered in the System for Award Management (SAM) at www.sam.gov to be considered for contract award. In order to register in SAM, Offeror must have a Dun and Bradstreet Data Universal Numbering System (DUNS) Number and a Commercial and Government Entity (CAGE) Code. It is highly encouraged for Offerors to begin the SAM registration process as early as possible. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. This project will require the prime contractor to obtain payment bonding and performance bonding of 100% of the contract price. In addition, the awarded contractor will be required to obtain associated insurances to include insurance to work on a government installation. Contact Information Anna M.
