- The Naval Surface Warfare Center Panama City, Florida intends to solicit and award a firm-fixed price (FFP) type contract on a sole source basis to MTS Systems Corporation, 14000 Technology Drive, Eden Prairie, MN for (9) each Level Indicator Units that will be used in the Seal Delivery Vehicle (SDV). The items must meet the requirements of the Naval Sea Systems Command (NAVSEA) drawings. The drawing package is distribution limited to DoD and U.S. DoD Contractors only as well as being subject to Export Control restrictions. Requests for the drawing package must be submitted via e-mail to Annette.desercey@navy.mil. Requests must contain the vendors Contractor and Government Entity (CAGE) Code to be considered as potentially eligible to receive the controlled data. The vendor must have an active Central Contractor Registration (CCR) record and must have the corresponding Defense Federal Acquisition Regulation Supplement (DFARS) clauses 252.209-7001 & 252.209-7002 listed on the Online Representations and Certifications Application (ORCA) Record. This action is unsuitable for full and open competition for the following reasons: After testing and certification, it was determined the MTS is the only vendor that can provide the Level Indicator Units that has been tested and certified to meet the functional and environmental requirements of the SDV specifications. As such, MTS is the only source capable of meeting this requirement. Procuring other items would require extensive engineering testing and certification which would significantly increase cost and result in required deliverable dates not being achieved. Delivery of the 9 Level Indicator Units is required 180 days after contract award. All deliveries will be made to the Receiving Officer, Naval Surface Warfare Center Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City FL 32407. The Government intends to solicit and negotiate with only one source. Interested offeror(s) wishing to qualify items for future procurements may submit request(s) for qualification, via e-mail, to Contract Specialist, Annette de Sercey, at Annette.desercey@navy.mil. Requests must be marked with this synopsis designation number and should include the offeror's name, address, telephone number, commercial and government entity (CAGE) code, point of contact, and clearly identify the offeror's product and product capabilities. Request for qualification shall be provided on or before 1600 (CST), February 26, 2016. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this requirement, based upon responses to this notice, is solely with the discretion of the Government. NAICS applicable to this notice is 334513 with the Small Business Administration (SBA) size standard of 500 employees. The applicable FSC is 6680.
