Description
DRAFT Statement of Work This sources sought announcement is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this sources sought announcement. The Office of Acquisitions Management, Contracts and Grants (AMCG) at Thomas P. O'Neill Federal Building, on behalf of Biomedical Advanced Research and Development Authority (BARDA) - Division of Analytic Decision Support (ADS), intends to procure Advisory and Consulting services using 100% HUBZone small business set-aside or using small business set-aside procedures in accordance with FAR Part 19 or under full and open competitive procedures. All capability packages are due no later than 2:00PM EST on 26 February 2016 NO EXCEPTIONS. If at least two qualified HUBZone small business concerns are determined by the Government to be capable of performing this requirement based on the evaluation of the capability packages, the requirement will be solicited as a 100% set-aside for qualified HUBZone small business concerns. If two or more qualified HUBZone small business concerns are not found capable, this requirement will be solicited as a 100% set-aside for small business concerns in accordance with FAR Part 19. If capability packages are not received from at least two responsible small business concerns in accordance with FAR Part 19 by the response date or if the Government determines that no small business concerns in accordance with FAR Part 19 are capable of performing this requirement based upon an evaluation of the capability packages submitted; this requirement will be solicited under full and open competitive procedures. Only small businesses are to submit capability packages. Interested small business concerns that are qualified as a HUBZone, or small business concern in NAICS code 541618, Other Management Consulting Services, with a size standard of $15 Million are encouraged to submit their capability packages. The capability packages for this sources sought market survey are not expected to be proposals, but rather statements regarding the company's existing experience in relation to the areas specified in the PWS. Capability packages must not exceed 1 and must be submitted electronically. All contractor questions must be submitted no later than 2:00PM EST on 24 February 2016. Small business concerns are to outline their experiences in the following: Public Health Consequence Modeling: Perform public health consequence modeling for CBRN agents and influenza, including components for unmitigated medical consequences, mitigated consequences, and modeling of public health responses, including concepts of operation. 1. Develop operations research models for the distribution and dispensing of medical countermeasures during a public health emergency. 2. Develop models for allocation of scarce resources and patient triage during public health emergency situations, including the allocation of medical supplies, medical personnel, and movement of patients. 3. Develop models of human consequences from CBRN agents, pandemic influenza, and emerging infectious disease epidemiology. Identify specific capabilities for modeling of infectious disease dynamics, toxicology studies, modeling of source-terms for agent release, and statistical analysis of sparse clinical data. 4. Elicitation techniques of subject matter experts as part of public health consequence modeling efforts. 5. Deliver training materials, technical reports, and briefing materials for public health consequence models. Provide supportive modeling capabilities and technologies to support the development of Public Health Consequence Assessments: 1. Provide software frameworks and applications to support public health consequence modeling including visual analytics, data informatics, and interactive decision support systems. 2. Modeling methodologies and software frameworks to support scenario-based model development and visualization of medical consequences. 3. Geo-simulation and agent-based modeling of human populations during public health emergencies, including human-factors, crowd dynamics, and agent-based modeling techniques. 4. Formal methodologies and software for model-driven exercise products capable of being used in the creation of scenarios and assessment of preparedness for national, state, and local level exercises 5. Ability to provide technical support in the areas of statistical analysis, decision support methodologies, scientific visualization, data integration, and advanced analytics. 6. System administration, system integration, and programming for distributed and high performance computing systems. Additional factors: 1. Ability to work with classified materials. 2. Ability to work with subject matter experts in working groups to produce modeling reports and related deliverables. Areas or tasks where a contractor does not have prior experience should be annotated as such.
