Description
*Amendment 0001 (19 February 2016) - Extended closing by two weeks, from 26 February 2016 to 11 March 2016. No other changes have been made under Amendment 0001. W911QY-16-R-RA-1 Attachments: W911QY-16-R-RA-1 (Draft RFP) Attachment 1 - Shipping Instructsions Attachment 2 - Spare Parts List Draft Request for Proposal (RFP) Natick Contracting Division on behalf of PdM-SCIE is posting a Draft RFP for the purpose of Market Research. The intent is to develop a future Solicitation for the continued fielding of the RA-1 Parachute System and related parts based on feedback from industry. This is a Draft RFP only. This is not an official solicitation. This is not a Request for Quote. Responses to this Draft RFP are not considered offers and cannot be accepted by the Government to form a binding contract. The Government will solicit for vendors who can manufacture the RA-1 Parachute Systems and related parts. The resulting contract is expected to be Five Year, Firm Fixed Price Indefinite Delivery / Indefinite Quantity Contract(s) with a combined contract ceiling value of $90,000,000.00. Multiple awards are anticipated when a final non-draft solicitation is issued. This acquisition will be solicited on a Full and Open competitive basis using a Qualified Products List, in accordance with FAR 9.2. Only vendors who have been qualified per MIL-DTL-6645 for these items at the time of contract award will be eligible to receive an award. The expected award date of any resultant contract(s) from a non-draft solicitation is expected in Q4FY16. The Government is considering an on-ramping strategy to allow interested Contractors, who become qualified per MIL-DTL-6645 for these items within approximately twelve (12) months after release of the initial RFP, to submit a proposal in accordance with the original RFP (W911QY-16-R-0020). The Government shall accept and evaluate said proposal, in accordance with the parameters of the original RFP. The intent of this initiative is to allow Vendors additional time to be included in the RA-1 program and to increase the competitive landscape of the multiple-award IDIQ contracts. Specific language as to how this on-ramping strategy will be executed will be released with the final non-draft solicitation.
