Description
This is a Request for Information (RFI) in accordance with the Federal Acquisition Regulation (FAR) 15.201(c) (7) for the purpose of determining if there are any qualified U.S. Small Business Concerns capable and interested in a possible future solicitation of a $500,000 - $1,000,000 construction project with an estimated period of performance of 150 calendar days in Pijaos, Colombia. This a Design and Build construction of two warehouses for the Colombian National Police (CNP) at CENOP in Pijaos, San Luis, Department of Tolima to support the INL Interdiction program. The construction shall include the use of quality materials that are capable of withstanding tropical rainy climate. The building has a length of 18.95 m, a width of 12.75 m, and total height of 6.66 m above finish floor; the structural system chosen for this building corresponds to a Reinforced Concrete Structure. The lightweight roof system is supported by purlins which are supported over steel trusses; these trusses are supported over concrete tie beams. The foundation of the building consists in concrete footings. Also this facility shall have electrical, hydraulic and sewage utilities and internal installations, and doors, locks, sanitary fittings, and finishes as indicated in the attached drawings. The building shall comply with the current standards of the Colombian Seismic Resistance Code (NSR Standard, 10). Access to this location is restricted. The contractor shall be responsible for finding mechanism to provide or make transportation, meals and lodging available for the construction crew at the work location (away from the project site), or as arranged with the CNP personnel. The contractor shall have a representative at the work site to receive materials at the gates and be responsible for unloading materials and transporting it to the actual work site. Place of Performance: Colombian National Police training center (CENOP), located near to San Luis town, Tolima, Colombia. It is located at the southwest part of the country in the Andina region. It is located 165 Km from Bogota, capital city of Colombia, and can be accessed through charters flights and by road. The elevation 400 m. (1312 ft.) above sea level and the weather is dry. Your input is valuable in helping us develop requirements that ensures mission success, reduces our costs, and simplifies the contractor's ability to provide various types of construction services. This is not a Request for Proposal (RFP) or a Request for Quote (RFQ). A RFP/RFQ is not being issued at this time. Any responses to this source sought will be treated as information only and shall not be used as a proposal. Government will not reimburse respondents for costs associated with providing information in accordance with this RFI. RESPONSES DUE: Responses to this RFI are due no later than 3:00 p.m. Eastern Standard Time (EST) on February 29, 2016. All submissions shall be submitted via e-mail to Jocabed Domingue at dominguej@state.gov as a PDF document. RESPONSE SUBMISSION INFORMATION All small US business with the capability to provide the requirements referenced in this RFI are invited to submit, in writing, sufficient information within the page limitations listed below. This information should demonstrate the respondent's ability to fulfill the technical, delivery, and support requirements and be responsive to the technical questions in this RFI as indicated below. No pricing should be included in your response. Responses to this RFI shall include the following: 1. Interested party has necessary licenses and permits to do construction contracts in Colombia. Provide copies, as applicable. 3. Interested party has relevant construction experience in Colombia in which your company performed at least 50% of a project valued at $500,000 USD or higher. 4. Experience performing construction contracts in Colombia. 5. Relevant past performance in Colombia.
