Description
PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. AMENDMENT 01: The purpose of this Amendment is to extend the closing date of this solicitation to Tuesday February 23, 2016 at 2:00 PM EST. Offers must be submitted to Naval Undersea Warfare Center, Contracts Department, via email to Jill Clune at jill.clune2@navy.mil. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Request for Quotation (RFQ) number is N66604-16-Q-0831. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) currently has the requirement to provide training in Solid Modeling Computer Aided Design (CAD), specifically in SolidWorks. The training consists of three individual courses in accordance with the Statement of Work (SOW); no substitutions allowed (refer to the attached Sole Make and Model Justification): CLIN No. Item Description Qty. 0001 SolidWorks Solid Modeling Instructor-Led Training for up to ten (10) Students each class. The vendor shall provide the facilities, classroom training, required course materials and computer workstations for each course. Performance will be held in March 2016. •· Core Essentials (4-day Course) •· Advanced Assembly (2-day Course) •· Surfacing (2-day Course) 1 Job 0002 OPTION SolidWorks Solid Modeling Instructor-Led Training for up to ten (10) Students each class. Performance will be held in August 2016. •· Core Essentials (4-day Course) ONLY 1 Job **Offerors must quote on all CLINS in order to be eligible for award.** The Performance date of each CLIN will be within the month specified in each CLIN with dates mutually agreed upon by the vendor and the Government. The resultant purchase order will be Firm Fixed Price (FFP). Evaluation Factors: •· Qualification : Vendor shall be SolidWorks authorized educational reseller. •· Delivery: Vendors shall provide an offsite location on Aquidneck Island (Portsmouth, Middletown, or Newport) Rhode Island, equipped to facilitate the training and provide the necessary computer equipment, course material and software to teach the SolidWorks courses. Vendor shall provide each student with a certificate upon completion of course. Computers must be provided by the vendor. •· Price: This requirement will be awarded to the offeror with the lowest price technically acceptable (LPTA) quote. Price shall be inclusive of all per diem, travel expenses, trainers' fees, and course materials. Quotes must include a detailed description of each course outline to be performed. Offers for partial delivery are unacceptable. •· Past Performance: The Offeror shall provide two past performance references that reflect relevant experience performed within the last five years that demonstrate the ability to handle the scope of the work. The vendor shall provide the name, email and phone number to past performance reference. The Government may also use other information such as PPIRS data available from Government sources to evaluate an Offeror's past performance. The Government reserves the right to limit or expand the number of references it decides to contact and to contact references other than those provided by the Offeror. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-86. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items applies to this solicitation. The provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items applies to this solicitation. Clauses 52.212-4, Contract Terms and Conditions - Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, FAR 52.217-7, Option For Increased Quantity-Separately Priced Line Item, DFARS 252.204-7008, Compliance with Safeguarding Covered Defense Information Controls, 252.204-7009, Limitations on the Use or Disclosure of Third-Party Contractor Reported Cyber Incident Information, and 252.204-7012, Safeguarding Covered Defense Information and Cyber Incident Reporting apply to this solicitation. Offerors shall include point of contact (including phone number and email address), contractor cage code, and contractor DUNs number. Offers received after the closing date and time specified will be ineligible for award. The following addenda or additional terms and conditions apply: Defense Priorities and Allocations System (DPAS) rating is DO-C9.
