- Work is located at the Fontenelle Dam Power Plant approximately 24 miles southeast of La Barge, Wyoming, in Lincoln and Sweetwater Counties. The work to be done on the existing Fontenelle pilot static excitation system is to design and install a new digital front-end controller. The criteria to be met are as follows: 1.Currently the voltage source is the station service. This is being changed to the generator terminals under a separate contract. 2.Implement existing field flashing ¿startup energy ¿ hardware, wiring and system. Modify and document existing system as required. 3.Bridges, breakers, and other hardware are to be unaltered as much as possible. 4.Furnish and install an intuitive, user friendly touch-screen operator interface terminal at excitation system cubicle location. It will provide the minimum data displayed on the existing operator interface terminal and meet the below requirements. Provide an IRIG-B compatible oscillography. Provide a Modbus (TCP or RTU mode), Ethernet or RS-232 serial interface for communication with SCADA. The Modbus register map shall provide analog input and holding registers in integer format. Provide any data format conversion hardware required for SCADA communication interface. The interface terminal will also show detailed excitation alarms. 5.Field installation and commissioning of the software and operational verification of the proper functioning of the generator system start, run, stop and restart. This includes the coordination of the excitation overexcitation, underexcitation, and volts/hertz limiters with new digital protective relays being commissioned at the same time. 6.Provide manufacturers documentation of the new control system 7.Provide two (2) hard copies of the software for backup purposes. The Contractor will grant the Government a non-exclusive, perpetual, irrevocable, transferable license to use any Contractor software related documentation which may be included as part of, integrated into, or necessary for the proper function of the excitation system modifications included in this statement of work. 8.The control should provide means of regular testing and maintenance of the entire excitation system. 9.The excitation system must meet or exceed all current functionality once completed. 10.All installed wires and cabling will be bundled, routed, and labeled in an orderly and professional manner. 11.As-built Government format drawings similar to existing excitation system wiring diagrams, schematic diagrams, and single-line diagrams. 12.Comply with NFPA 70 and IEEE 421. Work must be coordinated with the contractor replacing the unit breaker. Installation and commissioning of the new controller is anticipated for the fall of 2016.
