- The United States Army Combat Readiness Center (USACRC) is conducting market research for Army Safety and Occupational Health Support at Fort Rucker, Alabama. USACRC has the need for contractor expertise spanning the five major activities of business within Safety and Occupational Health (SOH). The Army Safety and Occupational Health (SOH) mission is, "To preserve war fighting capabilities and enhance the force by providing a safe and healthy environment for Soldiers, Families, Civilians, and contractors." The mission of the Director of Army Safety (DASAF) and Commanding General (CG), USACRC is to ensure, "The Army Safety and Occupational Health team provides the Army with safety and risk management expertise to preserve readiness through the prevention of accidental loss of our Soldiers, Civilians, Families and vital resources." The USACRC has been intensely involved in determining Business Needs, Business Process Reengineering (BPR), and Organizational reconstruction over the last 18 months in an attempt to better understand and support current and emerging requirements for Army SOH. The findings from these have identified significant gaps in assisting, assessing, and enabling the SOH community of professionals throughout the Army and Department of Defense (DoD). Expert contractor support will be leveraged to help close capability gaps. Expertise to span the five major business activities should include, but is not limited to: 1) Conducting SOH inspections, surveys, assessments; 2) Performing mishap and near-miss investigations; 3) Providing and maintaining SOH education and training; 4) Conducting SOH hazard management; 5) Provide SOH program management. The last item is not specifically one of the five major business activities but is critical to the successful execution of all five tasks listed and is identified as task or item 6) Expertise must also include the ability to develop and deploy Enterprise wide information technology (IT) capabilities that support the major business activities. The information received under this announcement may be used for developing acquisition strategy and refining operational requirements. Capability Statements, including attachments, are limited to ten (10) pages. Responses should be submitted in MS WORD and/or MS Excel or PDF, including attachments. Interested sources shall include information regarding a firm's experience, personnel, and facilities. Firms responding shall indicate whether or not they are a small business. Interested parties shall also supply the following information: name of company and point of contact, telephone number, address and email of POC, business size (i.e. large business, small business, SBA certified HUBZone Business, Economically Disadvantaged Small Business, Woman-Owned Business, Service-Disabled Veteran-Owned Small Business) and proposed NAICS code. Initial information submitted to the government under this announcement will not be returned, and no payment will be made by the government for any information submitted. This is a market survey for planning purposes. If a solicitation is issued, the Government does not guarantee that it will be issued to RFI respondents.
