Attachment #3, DOD AT Standards Attachment #2, Drawings (2 sheets) Attachment #1, DOL Wage Rate Determination Basic Solicitation Document SP4702-16-Q-0011 Combined Synopsis / Solicitation The Defense Logistics Agency, Defense Supply Center/DLA Land and Maritime, Columbus Ohio has a requirement to install blast resistant window. This project consists of replacing two windows in Building 11 and two windows in Building 27 with blast resistant windows and incidental related work. Windows and frames are to be in complaint with DoD Minimum Antiterrorism Standards for Buildings, UFC 4-010-01. See attachment #2 of the Solicitation. This procurement is issued as an unrestricted procurement. The magnitude of construction or this project is to be between $30,000 and $60,000.00. The award will be a firm fixed contract. Award will be based on the lowest evaluated price of the technically acceptable proposal meeting all of the solicitation requirements from responsible offerors with acceptable past performance. There will be one single award made for the solicitation. Award may be made without discussions. The following summary is for the purpose of general information and is not intended to include or describe every feature or item or to define the scope of work. It is expected that prospective contractors will attend the site visit and thoroughly familiarize themselves with the project prior to submitting a proposal. In addition, the complete solicitation, statement of work, and drawings are attached to this notice and should be reviewed thoroughly. Description - The Contractor shall furnish all labor, material, supplies, equipment, tools, delivery, disposal and supervision required in performing all operations in conjunction with this project complete, in strict accordance with these specifications and Contract Drawing No. 3-1637 subject to the terms and provisions of this contract. This section of the specifications is applicable to all other sections herein. MANDATORY CONTRACTOR QUALIFICATIONS: This project requires the use of specialized skills and equipment. Contractors submitting offers for this project shall have not less than a minimum of three (3) years of work experience in having satisfactorily performed work of the types required by this project. The Government will evaluate the quality of the offers past performance. To assist the Contracting Officer in making the acceptability determination of the offeror's past performance, the offeror shall describe its past performance on contracts held in the last three years (3). PERIOD OF PERFORMANCE: All work associated with the performance of this project must be completed within 120 calendar days after receipt of the Notice to Proceed. The solicitation will close at 1:00 PM (Eastern) on 21 March 2016. SITE VISIT Offerors are invited to attend an organized site visit by reporting to: Defense Supply Center - Columbus, 3990 E Broad Street, Building 308, Columbus, Ohio on 3 March 2016, at 1:00 PM EST. Call or email Mr. Dana R. Russell at 614-692-1537, dana.russell@dla.mil to be registered on the visitors list. Registration needs to be made 24 hours prior to the site visit. If you are not registered admittance to the site visit will not be allowed. Individuals will need to enter the Center through the Visitor Processing Center and a valid federal or state issued photo identification will be required. QUESTIONS AND ANSWERS: Any questions arising from the site visit must be submitted via email to Mr. Dana R. Russell, dana.russell@dla.mil no later than 8 March 2016. Replies to questions will be sent to the requestors and all responding vendors no later than 14 March 2016.
