- RFI Criteria DRAFT PWS Capability Matrix for Section 2 ***THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. PLEASE READ ALL OF THE INFORMATION PROVIDED BELOW. THIS RFI IS BEING ISSUED UNDER RFI NUMBER DOL-OPS-16-N-00007*** The United States Department of Labor (DOL) is soliciting input from industry regarding the technical approach and alternatives for information technology (IT) operations and maintenance (O&M) and project requirements (listed in Attachment 1). Responses to this RFI may assist the Department of Labor (DOL) with developing an appropriate contractual approach to meet its immediate and future IT infrastructure operations and maintenance needs. For this RFI, the Government is interested in assessing the availability and feasibility of potential new service providers, which are both interested in doing business and meet the Government's requirement(s) for support services as outlined in the attached DRAFT Performance Work Statement (PWS). Interested contractors responding to this RFI should indicate their ability to fulfill all the requirements of the PWS. Questions and comments concerning the PWS should be submitted via a separate document (in bullet format) attached to their response for the RFI. Questions and/or comments should include referenced PWS page number(s), sections number(s) and or subsection number(s). DOL will not provide any response for questions or comments at this time, however submitted questions and/or comments received in response to this RFI may be used to assist in developing a requirement in the future. If a Government requirement materializes, it is anticipated that it may be procured under NAICS code 541513, Computer Facilities Management Services, Business Size Standard is $27.5 million and/or 541519 Other Computer Related Services, Business Size Standard is $25.5 million. An appropriate procurement strategy may be determined after consideration of industry response to this RFI announcement, if necessary. Responses to this announcement must be submitted electronically via e-mail to bricksaunders.h@dol.gov by 5:00 PM Eastern Time on Thursday, March 10, 2016 following the format below. Responses shall be limited to the company's own capabilities and experiences. DOL requests that responses be limited in length to 10 pages and provide information organized as follows: 1. Section 1: Company Profile : a. A brief description of your company along with years in business b. Business size in annual revenue and total employees c. Specify the company's socioeconomic status: Small Business, Small Disadvantaged Business, Small Business Administration (SBA) 8(a) Program, HUBZone, women-owned, veteran-owned, service disabled veteran-owned, etc. d. Web site address e. Point of contact, including email and phone number f. Annual company revenue and the percentage of the revenue that is derived from IT operations and maintenance services as described in this RFI g. Specify federal government contract vehicles, if any, under which DOL may acquire IT operations and maintenance services (e.g., GSA schedules, NIH CIO SP3, NASA, etc.). Please confirm your company's availability on any recommended vehicles. 2. Section 2: Capability Matrix Please provide information that summarizes corporate capability in relation to each of the subsections Table 1. Please use the format of Table 1 (Attachment 3) to provide the requested information: a. Core Competency - For each IT operations and maintenance competency, please indicate if it is considered a core competency of your company. b. Current Capability - For each IT operations and maintenance competency, please indicate if you have current capabilities and the number of personnel your company currently has on staff that would be available to support the DOL requirement. c. Past Performance - For each IT operations and maintenance competency, indicate if your company has provided similar support in a leading technical role in the past three years for a government agency similar in size to DOL. d. Relevant Certifications - For each IT operations and maintenance competency please indicate any relevant certifications your company holds (and level, if applicable). Examples include ISO 9001, ISO 20000, ISO 22301, ISO 27001, ISO 27018, etc. e. Comments - Please include any clarifying comments in this section of the table. 3. Section 3: Corporate Capabilities/Past Performance - For each instance where you indicated that you have Past Performance in Table 1, please provide: a. Your company's specific role in providing the stated services b. The size of the effort - dollar value, duration and location c. The dollar value attributable to the specific IT operations and maintenance area d. Contract type (T&M, FFP, etc.) Telephone inquiries will not be accepted. Acknowledgment of receipt of responses will not be made nor will respondents be notified of the Government's evaluation of the information received. However, should such a requirement materialize, no basis for claims against the Government shall arise as a result of a response to this Request For Information or the Government's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. Sources responding to this RFI should submit the minimum information requested for the government to make a determination that the source is capable of satisfying the requirement if such a requirement should materialize. This RFI notice does not commit the government to issue a solicitation, or award a contract. No solicitation document exists at this time. Based on the information received, a written Request for Proposal (RFP) may or may not be posted. It is the contractor's responsibility to monitor Federal Business Opportunities for all information and updates concerning this potential requirement. All information must be retrieved and downloaded from the Federal Business Opportunities website located at www.fbo.gov. This RFI is issued solely for information and planning purposes and does not constitute a solicitation, Request for Proposal (RFP) or an Invitation for Bid (IFB). In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government nor is it to be construed as a commitment to form a binding contract. All information received in response to this RFI will be treated as business confidential information, and exempt from disclosure under the Freedom of information act (FOIA). Any information that the responder considers proprietary should be clearly marked as such. All submissions become government property and will not be returned, including any proprietary information. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. The Government is not obligated to, and will not, pay or any information received from potential vendors as a result of this announcement.
