- GENERAL INFORMATION The Air Force Life Cycle Management Center, Armament Directorate, Direct Attack Division has a requirement to purchase six thousand and six hundred (6,600) pounds of Tungsten Powder for Ordnance Ballast. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. The NAICS Code for this requirement is 331492 (Secondary Smelting, Refining, and Alloying of Nonferrous Metal (except Copper and Aluminum) and the small business size standard is 750 employees. This will be a Full and Open Competition and will be a Firm-Fixed Priced contract. This procurement will be awarded using Simplified Acquisition Procedures. The period of performance is delivery by 14 April 2016 with an estimated award on 4 March 2016. The Tungsten Powder must be produced and delivered according to the associated Statement of Work (Attachment 1) and the addendums for FAR 52.212-1, 52.212-2, and 52.212-5. This sample shipment shall include the Material Safety Data Sheet (MSDS) and Certificate of Analysis (COA) and all other reports from the required sample that demonstrates knowledge and understanding of the requirement to include full compliance with the specifications set forth in the SOW. The sample and required information will be sent to the following testing facility (see below) to be independently tested by the Government using the same parameters and testing required in the SOW. Samples and information must be received prior to RFQ closing, which is no later than 1 March 2016, 10:00 AM CST. Failure to provide this sample and information will result in the dismissal of the offeror's proposal.
