Description

This is a PRESOLICITATION NOTICE only. The Department of Veteran Affairs, Network Contracting Office (NCO) 16, has a requirement for Pharmacy Benefits Services for the VA CBOCs located at the following locations: CBOC Locations Eglin AFB Eglin AFB Community Based Outpatient Clinic (CBOC) 100 Veterans Way, Eglin AFB, FL 32542 Naval Support Activity Panama City Community Based Outpatient Clinic (CBOC) 101 Vernon Avenue, Ste (Bldg.) 387, Panama City, FL 32407 Responses to this notice will be used for information and planning purposes. No proposals or quotes are being requested or accepted with this notice; however this notice will be followed by a Solicitation requesting quotes. The Gulf Coast Veterans Health Care System (GCVHCS) is seeking, Contractors capable of providing Pharmacy Benefit Services. The Contractor shall provide Pharmacy Benefit Management Services (aka First-Fill Pharmacy Services) for the VAGCVHCS CBOCs in accordance with the services outlined in this Statement of Work(SOW). The Contractor shall be required to fill all prescription orders written by VA CBOC physicians/providers during the contract period through the use of local Pharmacies that fully meet all Federal, State, and Local Laws, Guidelines, etc., and whose Pharmacists are fully trained and licensed. The fact that the estimated total amount or the estimated number of prescriptions to be filled is not obtained shall not constitute a price adjustment under the contract delivery order. All prescriptions to be filled must contain medication in the VA's Formulary. In the event that a prescribed medication is not in the VA's Formulary, approval must be obtained from the VAGCVHCS Chief of Pharmacy or their designated representative before it is filled. The VA's Formulary can be accessed through the following website: http://www.pbm.va.gov/Default.aspx All services will be performed and accomplished in accordance with the terms, conditions, specifications, and schedule within the statement of work that will be provided. Services will be from 04/01/2016 to 09/30/2016 with four (4) twelve month option periods under NAICS 446110. This notice is neither a request for quotes nor a solicitation of offers; however, all responsible sources may submit a capability statement. A solicitation package will be available following this notice in which you sources may then provide quotes. Any response to this notice must show clear and convincing evidence of capabilities. Interested parties must respond to this notice no later than close of business (COB) 02/24/2016 to tina.harris3@va.gov. Responding as an interested party under the www.fbo.gov website doesn't constitute convincing evidence of capabilities. All interested parties are reminded to be registered with SAM at https://www.sam.gov/portal/public/SAM/ in order to be eligible for award of Government contracts. No telephone calls will be accepted.
