- Specifications SF-18 RFQ AG-32SD-RFQ-16-JC08 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is AG-32SD-RFQ-16-JC08 and is issued as a request for quotation (RFQ). This solicitation is a Small Business set-aside. The NAICS code is 115210 - Support Activities for Animal Production and business size standard is $7.5 million. This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2005-85. The USDA, ARS, Grazinglands Research Laboratory, located at 7207 W. Cheyenne St., El Reno, OK 73036 has a requirement for 50 Head of Fall 2015 Born Cattle. The following specifications for the 50 Head of Fall 2015 Born Cattle are required: Minimum Specifications - Research Cattle Fall 2015 Born Stocker Cattle Quantity: 50 head Weight: Range of 450-550 pounds Characteristics: General: Cattle should be of British genetics, Black Baldies or Black Angus and preferably out of one herd. Genetics must be identified when bid is submitted. If out of more than one herd, animal origin must be from within a one hundred mile radius. Animals from different herds must be identified and be in multiples of eight animals. Deviations from this may be considered if bidder can adequately justify in writing prior to review of bids. Cattle must come from an environment similar to central Oklahoma. Shipping: Minimal stress due to shipping. Must not be on truck/trailer longer than 8 hours from original place of origin. Age: Born in fall of 2015. Sex: Prefer all steers. Will consider heifer and steer combinations if animals are in multiples of 8 head, and meet weight range specification. Health Requirements: Cattle are to be healthy, with no overt signs of disease, and free of injury, active lameness, respiratory disease, and scars from injury or disease. Must be castrated and fully healed upon receipt. Must have had appropriate vaccinations based on age and pre-wean program. Cattle should be out of a herd with an active external and internal parasite control plan in effect. Must have certified health documentation. DELIVERY: FOB Destination. Deliver to USDA, ARS, 7207 W. Cheyenne St., El Reno, OK 73036. QUOTED PRICE MUST INCLUDE: any delivery costs as well as any applicable duties, brokerage, or customs fees. DELIVERY DUE DATE: The Government requires delivery on May 23, 2016. PAYMENT: Any award made under this solicitation is subject to 31 CFR Part 208 which requires all payments made by the government to be made by electronic funds transfer. The Government anticipates award of a contract resulting from this solicitation to the responsible offeror whose quote conforms to the specifications that will be the most advantageous to the Government in accordance with FAR 13.106-2 considering three major areas: price, technical ability, and past performance. Responses, as stated previously, shall include technical specifications, descriptive material, and example of previously completed work, etc. Award may be to a firm other than that quoting the lowest price.
