- The General Services Administration (GSA) announces an opportunity for Service Disabled Veteran Owned Small Businesses (SDVOSB) for the renovation of plazas in order to mitigate basement water intrusion. The solicitation is being made on behalf of the Social Security Administration (SSA). PROJECT SUMMARY: The GSA announces an opportunity for qualified SDVOSB contractors with waterproofing experience to propose on a plaza renovation project in order to mitigate water intrusion into the Basement at the Frank Hagel Federal Building (FHFB) in Richmond, California, for the SSA as GSA's client. Richmond is a municipality in the eastern San Francisco Bay Area. The FHFB complex consists of a six (6) story office tower with penthouse and a one (1) story auditorium that share a common podium slab and a one (1) story deep basement. The structures were built in 1975 with a total square footage of approximately six hundred thirty thousand (630,000). The Scope of Work (SOW) shall include, but not be limited to, demolition of the existing North, South, and East Plazas ™ surfaces, installation of a waterproofing membrane above the Basement, and the replacement of the North, South, and East Plazas ™ surfaces with new materials. Work activities shall need to be scheduled in such a manner as to not disrupt the work activities of the persons in the surrounding office spaces. In addition, some coordination with other projects occurring at the FHFB shall be necessary. A Construction Documents (CD) set has been completed by Interactive Resources, for the plazas renovation. The estimated cost of construction is projected to be $5,000,000.00 to $10,000,000.00, with project award anticipated in May 2016. The estimated duration of this project is roughly nine (9) months. The performance period of this contract shall be coordinated so that all work is completed outside of the local area's "rainy season" (November through March). The selected Contractor shall be required to comply with all GSA environmental monitoring requirements for hazardous materials during demolitions. In addition, construction materials selected for, and construction services provided under, the contract should meet the environmentally preferable standards of FAR Part 23. In addition, the Contractor selected to work on this project shall have to have personnel eligible to be granted a clearance through the Government's HSPD-12 program. In addition, the Contractor shall also have to coordinate with FHFB/SSA building management in order to get badges which will allow them access into the FHFB prior to starting any work onsite. PROCUREMENT STRATEGY: GSA intends to award a firm-fixed price contract, acquiring construction services through a negotiated procurement. The acquisition shall be conducted in accordance with FAR Subpart 15.3, Source Selection, FAR 19.1405 Service-disabled Veteran-owned Small Business Set-aside Procedures, and FAR 36.214, Special Procedures for Price Negotiation in Construction Contracting. The basis for evaluation in selecting a Contractor through this procurement shall be Best Value. The technical Evaluation Factors shall be Technical Approach, Experience, and Past Performance. The technical factors, when combined, shall be more heavily weighted than cost in determining the successful contractor. However, as technical proposals become more equal in their merit, the evaluated cost shall become more important. Offerors shall be required to submit a fully developed Technical and Price Proposal. This procurement shall be completely set aside for Service Disabled Veteran Owned Small Business (SDVOSB) concerns. Competition for this contract shall be restricted to only those companies which qualify as a SDVOSB. Although not mandatory, firms are encouraged to affix their names to the Interested Vendors Listing for this requirement and register to receive notifications. However, please note that the Request for Proposal (RFP) package, when it is issued, will NOT be posted to this website. Instead it shall be mailed out ONLY to those firms that submit a written letter of interest to the Contracting Officer, who have an active profile in the System for Award Management (SAM), and are certified as a SDVOSB. This measure shall be taken in an effort to protect any Sensitive But Unclassified (SBU) data contained within the proposed contract's SOW, Specifications, and Drawings. There will be a pre-proposal meeting tentatively scheduled for March 8, 2016, at the FHFB in Richmond, CA. Due to access restrictions at the FHFB, attendance shall be limited to ONLY those firms that RSVP in advance to the Contracting Officer. The date, time, and exact location along with instructions for making an RSVP will be included in the RFP package.
