- CG ALCINST 4200.3A ALC SPARE PARTS BREAKOUT/NEW PRODUCT DEVELOPMENT CG ALCINST 4855.4 POLICY AND QUALITY ASSURANCE PROCEDURES FOR THE RECEIPT INSPECTION IOF NEW, REPAIRED, AND OVERHAULED ITEMS FROM VENDORS CG ALCINST 4100.1 MATERIAL DISPOSAL PROCEDURES PERFORMANCE WORK STATEMENT (PWS) JUSTIFICATION AND APPROVAL (J&A) NOTICE OF INTENT TO AWARD A SOLE SOURCE BOA CALL: The United States Coast Guard (USCG), Aviation Logistics Center (ALC), Medium Recovery Range (MRR) Procurement Division intends to solicit and negotiate with one source, the Original Equipment Manufacturer (OEM) - Sikorsky Aircraft Corporation (Cage Code 78286), under Basic Ordering Agreement SPRPA1-11-G-001Y for the items listed below. The statutory authority for this acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1. In accordance with FAR 6.302-1 (b)(1)(ii), the repair of the item listed below is available from only one source. See attached Justification and Approval for Other Than Full and Open Competition (J&A) for additional details. The full Performance Work Statement (PWS) is included as an attachment to this notice. The North American Industry Classification System Code (NAICS) is 336413 with a size standard of 1,000 employees. The Product Service Code (PSC) is 1560. The small business set aside has been dissolved. This requirement is unrestricted. Delivery is requested ninety (90) days after the receipt of order (ARO) and the units to be repaired. The USCG desires early deliveries therefore early shipments are encouraged at no additional cost to the Government. F.O.B. point is Origin. Inspection and Acceptance under this contract will be performed at origin by Defense Contract Management Agency (DCMA). Solicitation number HSCG38-16-Q-J00151 is assigned for tracking purposes only. No solicitation package will be issued. This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a quotation to mrr-procurement@uscg.mil with HSCG38-16-Q-J00151 in the subject line which will be considered by the agency if received no later than 12:00 P.M., (EST) on 17 March 2016. A determination by the Government not to compete the proposed procurement based upon the responses to this notice is solely within the discretion of the Government.
