- THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL: This sources sought is a market research tool being used to determine potential sources that are capable of providing the services described herein prior to determining the method of acquisition and issuance of a Request for Proposal (RFP). The Government is not obligated to and will not pay for any information received from potential sources as a result of this sources sought. The Government seeks industry input on the attached draft Statement of Work (SOW). Specifically, the Library wishes to know the following: 1. Is the draft Task Order SOW clear and comprehensive enough for offers to be made? Please provide areas of the SOW that need clarification and/or more information. 2. Are the notional CLINs in Section 5 and units of measure in Section 5 conform to standard industry practice? Are they optimal for advantageous pricing to the Library? Please suggest alternatives. 3. Are the maintenance services described in the SOW technically feasible? What technical hurdles, if any, are there? 4. Is your company capable of fulfilling all, or some, of the services? 5. Does your company have a schedule with GSA or a GWAC, such as NASA SEWP and NITAAC? If so, please include contract number. 6. The Library intends to award IDIQs to least two awardees each with a different underlying public cloud infrastructures (meaning Google, Amazon, Azure, etc) - are there any issues with this approach? 7. Can this requirement be procured for under $125,000 for the Base year? Please include relevant experience and expertise in the technical capability statement. Background The Library of Congress National Library Service for the Blind and Physically Handicapped (NLS, Library) contemplates contractor services to provide a configurable and dynamically scalable cluster of cloud-based computing components, networks, storage and related infrastructure to host and deploy NLS business applications. NLS applications are used by library staff, state libraries, patrons, circulation partners, and certain content publishers and producers within the United States of America. The Government anticipates the requirement to result in a multiple-award Firm-Fixed Price IDIQ contract with at least two task orders under the Base Year. Period of Performance: one Base Year and three Option Years. Attachment: 1. RFI Cloud Services-SOW Interested parties are invited to submit a capability statement package, including inputs to the SOW.
