Description
THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL: This sources sought is a market research tool being used to determine potential sources that are capable of providing the services described herein prior to determining the method of acquisition and issuance of a Request for Proposal (RFP). The Government is not obligated to and will not pay for any information received from potential sources as a result of this sources sought. The Government seeks industry input on the attached draft Statement of Work (SOW). Specifically, the Library wishes to know the following: 1. Commercial nature of the requirement. Will modification(s) to existing commercial off-the-shelf (COTS) software be necessary to meet the Government's requirement? If modification will be required, will the modification be considered "minor" in accordance FAR 2.101 Commercial Item (3)(ii)? 2. Are the maintenance and support services described in the SOW technically feasible? What technical hurdles, if any, are there? 3. Is the draft SOW clear and comprehensive enough for offers to be made? Please provide areas of the SOW that need clarification and/or more information. 4. Are the CLIN quantities and units of measure optimal for billing and advantageous for pricing? 5. Is your company capable of fulfilling all, or some, of the design, development, test, and maintenance services? 6. Does your company have a schedule with GSA or a GWAC, such as NASA SEWP and NITAAC? Please include contract number. 7. Can this requirement be procured for under $150,000 (Base and two Option Years)? Please include relevant experience and expertise in the technical capability statement. Background The Library of Congress (Library) National Library Service for the Blind and Physically Handicapped (NLS) provides books and magazines in audio and braille format to eligible residents of the United States and to U.S. citizens living abroad. NLS circulates its audio materials both on flash memory cartridge (for reproduction in a Digital Talking Book Machine [DTBM]) through the U.S. Postal Service and via internet download from its Braille and Audio Reading Download (BARD) server. In order to facilitate DTBM development, NLS is seeking a contractor to provide software development and hosting services to: 1) Design, develop, test, and maintain a server application that functions as a gateway between Daisy Online Delivery (DOD) clients and the BARD server using the BARD API; and 2) Host this service for the duration of NLS's Digital Talking Book Machine development efforts. The Government anticipates a multiple-award (two awardees), Firm-Fixed Price IDIQ. Period of Performance: one (1) Base Period of 12 months and two (2) 12-month Option Periods. Attachment: 1.
